1. AT APPROXIMATELY 2:30 P.M. LOCAL TIME TODAY MONDAY,
AUGUST 13, WAREHOUSE CREW MOVING PERSONAL EFFECTS FROM
PRIVATE RESIDENCE (FORMERLY BELONGING TO GSO PEPPER)
NOTICED SUSPICIOUS DEVICE LOCATED ON OUTSIDE OF PERIMETER
WALL. THEY NOTIFED MSG AND ACTING RSO WHO WENT TO SCENE
IMMEDIATELY. JORDANIAN BOMB SQUAD WAS ALSO ALERTED AND
APPEARED AT SCENE PROMPTLY.
2. INVESTIGATION REVEALED THAT PACKAGE WHICH WAS
WRAPPED IN BROWN PLASTIC GROCERY SHOPPING BAG AND
APPEARED TO BE REFUSE WAS INDEED AN EXPLOSIVE DEVICE
(APPROXIMATELY FIVE POUNDS OF EXPLOSIVES). TIMER WAS
STILL OPERATING WHEN DEVICE DISCOVERED. WE DO NOT KNOW
HOW MUCH TIME REMAINED. DEVICE NOW IN CUSTODY OF
JORDANIAN POLICY BOMB SQUAD.
3. MSG HAS INITIATED SWEEP OF ALL USG FACILITIES AND
QUARTERS. NO FURTHER DEVICES HAVE BEEN FOUND. WE HAVE
ACTIVATED WARDEN SYSTEM TO ALERT OFFICIAL AND UNOFFICIAL
AMERICAN COMMUNITY OF TODAY'S INCIDENT URGING ALL TO BE
ALERT AND EXERCISE SPECIAL CAUTION.
4. EMBASSY RECEIVED NO THREAT. NO ORGANIZATION HAS
CLAIMED RESPONSIBILITY.
5. FYI, AS FOLLOW-ON TO BOMBING LAST WEEK OF WATER
TRUCK AT WAREHOUSE, WE HAVE GIVEN POLICE LIST OF NAMES
OF EMPLOYEES WHO WERE TERMINATED OR LEFT USG SERVICE
DURING PAST FIVE MONTHS. ONE OF THOSE FIRED WORKED

THE VICTIM WAS SHOT AROUND 12:10 PM AS HE TURNED FROM A SIDE
STREET ONTO ONE OF MADRID'S BUSIEST AVENUES. TWO ARAB-
LOOKING MALES ON A MOTORCYCLE INTERCEPTED THE CAR AS IT MADE
THE TURN, FIRED SHOTS AND SPED AWAY. WITNESSES BELIEVE THAT
A CAR BEHIND THAT OF THE VICTIM MAY ALSO HAVE BEEN INVOLVED
IN THE ATTEMPT, AS IT ALSO SPED AWAY AFTER THE SHOOTING.
THE VICTIM, ORIGINALLY IDENTIFIED AS AWADH AHMAD SALAM, A
FORTY-FOUR YEAR OLD SOUTH YEMENI DIPLOMAT STATIONED IN

HIS DRIVER. THE ISLAMIC JIHAD IN BEIRUT CLAIMED RESPONSI-
BILITY FOR THE ATTEMPT. ON DECEMBER 29, 1983, A JORDANIAN
DIPLOMAT, WALID JAMAL BALKIZ, WAS SHOT AND KILLED AS HE
DROVE OUT OF HIS EMBASSY BY A MEMBER OF THE "ARAB REVOLU-
TIONARY BRIGADES". A KUWAITI DIPLOMAT, NAJJEEB SAYED
HASSHEM AL RAFAY, WAS KILLED SEPTEMBER 16, 1982 BY AN ABU
NIDAL GUNMAN, WHILE A SYRIAN DIPLOMAT, HASSAN DAYOUB,
ESCAPED UNHARMED FROM UNIDENTIFIED ASSASSINS ON APRIL 27,
1982. ON MARCH 1, 1982, A PALESTINIAN RESIDENT IN SPAIN
FOR 10 YEARS, NABIL ARANKJ WADI, WAS MURDERED BY UNKNOWN
ASSAILANTS. FINALLY, AN ANTI-ASSAD SYRIAN, NAZIR SABAG,

A. (S/NF) COLOMBIA: THE NATIONAL LIBERATION ARMY (ELN) IS THE
ONLY MAJOR GUERRILLA ORGANIZATION THAT HAS NOT SIGNED A TRUCE WITH
THE GOVERNMENT, AND AS SUCH IS NOW THE COLOMBIAN ARMY'S TOP
COUNTERINSURGENCY PRIORITY. THE ARMY WILL MOUNT ITS ANTI-ELN
OPERATIONS IN THE BORDER AREAS NEAREST VENEZUELA AND PANAMA, WHICH
HAVE TRADITIONALLY BEEN THE HAVEN OF ELN ACTIVITY. BOTH THE
COLOMBIANS AND VENEZUELANS ARE COOPERATING INFORMALLY IN
CRACKING-DOWN ON DISSIDENT FACTIONS THAT OPERATE ALONG THEIR COMMON
BORDER. SINCE AUG 84, MEETINGS BETWEEN COLOMBIAN AND VENEZUELAN
ARMY OFFICALS HAVE TAKEN PLACE AT THE BRIGADIER GENERAL LEVEL TO
DISCUSS BORDER INCIDENTS, TERRORIST INCIDENTS AND RECOMMENDATIONS ON
FUTURE ACTIONS TO TAKE. AN UNWRITTEN AGREEMENT NOW ALLOWS SECURITY
AUTHORITIES OF THE OTHER COUNTRY TO CROSS THE BORDER IN HOT PURSUIT.
ALTHOUGH LINGERING DISTRUST BETWEEN THE TWO ARMIES REMAINS, THE
BORDER SITUATION HAS IMPROVED. ELN'S HAVEN NEAR THE PANAMANIAN
BORDER IS MORE SECURE AND THE GOVERNMENT'S EFFORTS TO PENETRATE THAT

BOMBS EXPLODED IN THE PORT CITY OF MARSEILLES EARLY LOCAL TIME THIS
MORINING. FRENCH POLICE IDENTIFIED THE TARGETS AS THE MAIN CITY
COURT BUILDING, A LOCAL POLICE STATION AND A BRANCH OF A FRENCH
BANK. REPORTEDLY NO ONE WAS INJURED AND THE BLASTS ONLY CAUSED
MINOR DAMAGE, SMASHING PLATE GLASS ENTRANCE DOORS AT EACH LOCATION.
