CALLS BETWEEN 9:00 AND 11:00 A.M.; AT 11:45 AsMa,
THEY 60T A FIFTH CALL, DESCRIBED AS AN "URGENT"
ONE, IN WHICH CALLER SAID "LEAVE IMMEDIATELY, THIS IS
THE LAST CALL." BELGIAN STAFF THEN LEFT EMBASSY;
BELGIAN NUMBER TWO, ONLY OTHER BRUSSEL'S-BASED
DIPLOMAT HERE BESIDES AMBASSADOR, LEFT FOR BRUSSELS.

COUNTRIES WERE INVOLVED. HE URGED US TO APPROACH
AS MANY ISLAMIC COUNTRIES AS WE FELT WE COULD. HE
EVEN SUGGESTED APPROACHING SYRIA, THOUGH HE RECOGNIZED
THIS MIGHT NOT BE EASY FOR US. CHARGE NOTED THAT WE
STRONGLY SUSPECTED SYRIAN COOPERATION WITH IRANIAN
TERRORISM IN LEBANON. IN REPLY, GUTMANN SAID THIS WAS
NOT IMPORTANT. ISLAMIC JIHAD IS NOT A FIRM ORGANIZATION,
HE SAID, BUT A LOOSE, SHIFTING, NEBULOUS ASSOCIATION
OF FANATICS WITH SOME WELL-PLACED SUPPORTERS. A DEMARCHE
TO SYRIA COULD THUS HAVE SOME EFFECT EVEN IF (AS HE ALSO
ASSUMED) SOME SYRIAN OFFICIALS WERE SYMPATHETIC TO THE
JIHAD.

EC PRESIDENCY TO REQUEST AN EC DEMARCHE TO IRAN.
CHARGE NOTED THAT WE WERE REQUESTING ACTION FROM THE
