SKOULAS GAVE A JOINT PRESS CONFERENCE JUNE 20 AT
WHICH THEY DESCRIBED AS "UNFAIR" THE "DEFAMATORY
CAMPAIGN LAUNCHED AGAINST GREECE BY THE U.S."
FOLLOWING LAST FRIDAY'S HIJACKING OF TWA
FLIGHT 847 AFTER ITS TAKEOFF FROM ATHENS AIRPORT.

TERRORIST ACTIONS UNACCEPTABLE AND TRULY SHARES IN

3. KOULOUMBIS REITERATED THAT ALTHOUGH OTHER
WESTERN AIRPORTS HAD GONE THROUGH "SIMILAR
ADVENTURES" THERE HAD BEEN "NO OUTCRY FOR A
BOYCOTT" IN THOSE CASES. HE CITED WEDNESDAY'S
BOMB ATTACK AT THE FRANKFURT AIRPORT AND ADDED
THAT "NO ONE WILL CALL FOR A BOYCOTT OF THAT
AIRPORT.' FOR THIS REASON, HE CONTINUED, "WE
JUSTIFIABLY MAINTAIN THAT THE TREATMENT OF OUR
COUNTRY IS COMPLETELY UNFAIR.
4. KOULOUMBIS ASSERTED THAT THE EFFICIENCY OF THE
SECURITY SYSTEM AT THE ATHENS AIRPORT HAD BEEN
"ASCERTAINED" BY SPOT CHECKS CARRIED OUT BY
REPRESENTATIVES OF IATA AND OF THE U.S. AND FRG
CIVIL AVIATION SERVICES DURING VISITS BETWEEN
FEBRUARY AND MAY OF THIS YEAR. (THE REPORT SENT
BY THE EMBASSY TO THE GOG ON THE RESULTS OF U.S.
CIVIL AVIATION TEAM'S VISIT TO ATHENS AIRPORT IN
FEBRUARY WAS MADE AVAILABLE TO THE PRESS IN A
PACKAGE OF MATERIAL.)
5. KOULOUMBIS PRODUCED A LIST OF HIJACKINGS
WORLDWIDE FROM 1978 TO 1984 SHOWING THAT THERE HAD
BEEN ONLY TWO HIJACKINGS IN GREECE, COMPARED WITH
43 IN OTHER PARTS OF EUROPE, 62 IN THE U.S. AND
104 IN OTHER COUNTRIES. HE ANNOUNCED THAT THE
GOVERNMENT WOULD ASK INTERNATIONAL ORGANIZATIONS
TO CHECK ALL AIRPORTS WORLDWIDE TO "VERIFY THE
ADEQUACY AND EFFICIENCY OF THEIR SECURITY MEASURES
IN ORDER TO ASCERTAIN WHETHER ADDITIONAL SECURITY
MEASURES SHOULD BE TAKEN AT ALL AIRPORTS.'
6. SKOULAS SAID THE "UNACCEPTABLE, DEFAMATORY
CAMPAIGN, MAINLY IN THE U.S., IS CAUSING
TREMENDOUS DAMAGE TO TOURISM IN GREECE, ADDING

FORCE IN THE SECRETARIAT ON JUNE 15 TO FOLLOW THE
SITUATION AND COME UP WITH SUGGESTIONS TO FIND A SOLUTION
TO THE PROBLEM. HE SAID FROM THE BEGINNING HE HAS BEEN
INTERESTED IN ASSISTING THE USG AND HAS PRESENTED U.S.
AUTHORITIES MANY IDEAS. HE WAS LEAVING JUNE 21 FOR JAPAN
"AT PEACE WITH MYSELF" BECAUSE HE HAD LEFT BEHIND MANY
IDEAS WHICH WERE BEING CONSIDERED BY THE USG. HE WILL BE
IN CLOSE TOUCH WITH UNNY FROM JAPAN AND SAID HE WOULD
RETURN IF HIS PRESENCE COULD MAKE A DIFFERENCE. WITH
RESPECT TO THE SUBSTANCE OF THE UN PROPOSALS, THE SYG
WOULD ONLY SAY THAT THE UN HAD A PRESENCE IN LEBANON,
BOTH OBSERVERS IN BEIRUT AND SEVERAL THOUSAND MEN IN THE
SOUTH; THIS PRESENCE, THE SYG SAID, WAS AT THE DISPOSAL
OF THE COUNTRIES CONCERNED. HE REPEATED THAT HE WAS IN
TOUCH EVERY DAY WITH THE USG, EITHER IN NEW YORK OR
WASHINGTON.
4. THE SYG DREW A SHARP DISTINCTION BETWEEN THE AMERICAN
HOSTAGES AND THE SHIITES DETAINED AT ATLIT. IN ANSWER TO
A QUESTION, HE SAID THEY WERE COMPLETELY DIFFERENT
PROBLEMS. THE UN WAS ADDRESSING CONCRETELY THE HOSTAGE
ISSUE, HE SAID. WITH RESPECT TO THE SHIITES IN ISRAEL,
THE SYG SAID THE UN HAD ALREADY EXPLAINED ITS POSITION
THAT UNDER THE GENEVA CONVENTION THEY SHOULD NOT HAVE
BEEN TAKEN TO ISRAEL. BUT THAT WAS A DIFFERENT PROBLEM,
HE CONTINUED, AND THE TWO PROBLEMS BECAUSE OF THEIR
DIFFERENT NATURES SHOULD BE DEALT WITH SEPARATELY. THE
SYG ADDED THAT THE CRISIS SHOULD BE HANDLED IN A WAY
WHICH WILL NOT GIVE IN TO TERRORISM AND WHICH WILL NOT BE
MISINTERPRETED AS ENCOURAGING FURTHER TERRORISM.
5. ON SECURITY AT THE ATHENS AIRPORT AND PROPOSALS THAT
AIRLINES RECONSIDER USING THE AIRPORT UNTIL SECURITY IS
IMPROVED, THE SYG CONFESSED HE HAD NO KNOWLEDGE OF THE
FACILITIES IN ATHENS BUT HE WAS PERSUADED THAT THE GREEK
GOVERNMENT WILL TAKE ALL NECESSARY MEASURES TO INCREASE
SECURITY.
6. ASKED ABOUT THE UN'S ABILITY TO ADDRESS THE GENERAL
ISSUE OF TERRORISM, THE SYG REFERRED TO THE RECENT UNGA
