SUMMARY: MINISTER OF TRANSPORTATION AND COMMUNICATIONS EVANGELOS KOULOUMBIS AND SECRETARY GENERAL OF THE NATIONAL TOURIST ORGANIZATION NIKOS SKOULAS GAVE A JOINT PRESS CONFERENCE JUNE 20 AT WHICH THEY DESCRIBED AS "UNFAIR" THE "DEFAMATORY CAMPAIGN LAUNCHED AGAINST GREECE BY THE U.S." FOLLOWING LAST FRIDAY'S HIJACKING OF TWA FLIGHT 847 AFTER ITS TAKEOFF FROM ATHENS AIRPORT. END SUMMARY. 2. KOULOUMBIS SAID THAT THE 60G CONSIDERS "ALL TERRORIST ACTIONS UNACCEPTABLE AND TRULY SHARES IN THE AGONY OF THE U.S. HOSTAGES AND THEIR RELATIVES." HE EXPRESSED REGRET THAT "WE ARE BEING HELD RESPONSIBLE FOR THE ATHENS AIRPORT HIJACKING WHEN IN so MANY TERRORIST INCIDENTS AT SENSITIVE 10 SENSITIVE PAGE 1 247 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 II MESSAGE / ANNOTATION: WESTERN AIRPORTS THERE HAD BEEN NO SUCH COMPLAINTS. HE ALSO "REGRETTED" THAT THE U.S. "REMEMBERED THE SUPPOSEDLY BAD SECURITY CONDITIONS" AT THE ATHENS AIRPORT "ONLY AFTER LAST FRIDAY'S HIJACKING." 3. KOULOUMBIS REITERATED THAT ALTHOUGH OTHER WESTERN AIRPORTS HAD GONE THROUGH "SIMILAR ADVENTURES" THERE HAD BEEN "NO OUTCRY FOR A BOYCOTT" IN THOSE CASES. HE CITED WEDNESDAY'S BOMB ATTACK AT THE FRANKFURT AIRPORT AND ADDED THAT "NO ONE WILL CALL FOR A BOYCOTT OF THAT AIRPORT.' FOR THIS REASON, HE CONTINUED, "WE JUSTIFIABLY MAINTAIN THAT THE TREATMENT OF OUR COUNTRY IS COMPLETELY UNFAIR. 4. KOULOUMBIS ASSERTED THAT THE EFFICIENCY OF THE SECURITY SYSTEM AT THE ATHENS AIRPORT HAD BEEN "ASCERTAINED" BY SPOT CHECKS CARRIED OUT BY REPRESENTATIVES OF IATA AND OF THE U.S. AND FRG CIVIL AVIATION SERVICES DURING VISITS BETWEEN FEBRUARY AND MAY OF THIS YEAR. (THE REPORT SENT BY THE EMBASSY TO THE GOG ON THE RESULTS OF U.S. CIVIL AVIATION TEAM'S VISIT TO ATHENS AIRPORT IN FEBRUARY WAS MADE AVAILABLE TO THE PRESS IN A PACKAGE OF MATERIAL.) 5. KOULOUMBIS PRODUCED A LIST OF HIJACKINGS WORLDWIDE FROM 1978 TO 1984 SHOWING THAT THERE HAD BEEN ONLY TWO HIJACKINGS IN GREECE, COMPARED WITH 43 IN OTHER PARTS OF EUROPE, 62 IN THE U.S. AND 104 IN OTHER COUNTRIES. HE ANNOUNCED THAT THE GOVERNMENT WOULD ASK INTERNATIONAL ORGANIZATIONS TO CHECK ALL AIRPORTS WORLDWIDE TO "VERIFY THE ADEQUACY AND EFFICIENCY OF THEIR SECURITY MEASURES IN ORDER TO ASCERTAIN WHETHER ADDITIONAL SECURITY MEASURES SHOULD BE TAKEN AT ALL AIRPORTS.' 6. SKOULAS SAID THE "UNACCEPTABLE, DEFAMATORY CAMPAIGN, MAINLY IN THE U.S., IS CAUSING TREMENDOUS DAMAGE TO TOURISM IN GREECE, ADDING THAT THERE HAD BEEN "A LARGE NUMBER OF LAST-MINUTE CANCELLATIONS THAT HAD SEVERELY HIT HOTELS, CRUISE SHIPS AND YACHTS. HE STATED THAT "SINCE OVER 300,000 FAMILIES IN GREECE DEPEND ON TOURISM FOR THEIR LIVING, THE SANCTIONS ARE AT THEIR SENSITIVE SENSITIVE PAGE 1 - 248 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 II MESSAGE / ANNOTATION: EXPENSE." COMMENT: WHILE THE TRAVEL ADVISORY IS GETTING MAJOR MEDIA ATTENTION IN GREECE, OPPOSITION NEW DEMOCRACY PARTY HAS YET TO COMMENT ON IT. SUMMARY: UN SECRETARY GENERAL PEREZ DE CUELLAR SPOKE OUT AGAINST THE SEVERAL RECENT TERRORIST ATTACKS, CALLING THEIR PERPETRATORS COWARDS AND DEPLORING THE FACT THAT THERE WERE INNOCENT VICTIMS INVOLVED. HE SAID THE UN MADE A NUMBER OF PROPOSALS TO THE USG TO FIND A SOLUTION TO THE TWA HOSTAGE CRISES AND STOOD READY TO BE OF ASSISTANCE. THE SYG LEAVES FOR JAPAN JUNE 21 BUT INTENDS TO STAY IN CLOSE TOUCH WITH DEVELOPMENTS. HE DREW A CLEAR DISTINCTION BETWEEN THE HOSTAGE PROBLEM AND THE SHIITES IN ISRAEL, AND SAID THE TWO SHOULD BE DEALT WITH SEPARATELY. HE ENCOUARGED UN MEMBERS TO ADDRESS AGAIN THE BROADER ISSUE OF INTERNATIONAL TERRORISM IN THE GENERAL ASSEMBLY, THROUGH IMPROVED ENFORCEMENT MECHANISMS OF EXISTING RESOLUTIONS. END SUMMARY. 2. IN A PRESS CONFERENCE JUNE 21 BEFORE LEAVING FOR JAPAN, UN SECRETARY GENERAL PEREZ DE CUELLAR SPOKE OUT FORCEFULLY AGAINST TERRORISM, CALLING IT NOT JUST A CRIME BUT COWARDICE. REFERRING TO THE RECENT EVENTS IN FRANKFURT, SAN SALVADOR AND KATHMANDU AS WELL AS BEIRUT, HE EXPRESSED HIS PERSONAL FEELINGS OF FRUSTRATION AND SHAME AND APPEALED AS A CITIZEN OF THE WORLD TO THOSE WHO PERPETUATE SUCH ACTS TO REALIZE THAT THEIR VICTIMS WERE INNOCENT PEOPLE. THE SYG SAID TERRORISTS LEAVE AN IMPRESSION THEY ARE COWARDS WHO DARE NOT ATTACK THOSE THEY BELIEVE ARE CULPRITS; THEY END UP HARMING THOSE WHO ARE NOT RESPONSIBLE FOR THE POLICIES OF GOVERNMENTS. IN ANSWER TO A LATER QUESTION, THE SYG REPEATED "NOTHING CAN SENSITIVE 37 SENSITIVE PAGE 1 - 208 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 II MESSAGE / ANNOTATION: JUSTIFY TERRORISM." 3. ON THE HOSTAGES, THE SYG SAID WE HAD SET UP A TASK FORCE IN THE SECRETARIAT ON JUNE 15 TO FOLLOW THE SITUATION AND COME UP WITH SUGGESTIONS TO FIND A SOLUTION TO THE PROBLEM. HE SAID FROM THE BEGINNING HE HAS BEEN INTERESTED IN ASSISTING THE USG AND HAS PRESENTED U.S. AUTHORITIES MANY IDEAS. HE WAS LEAVING JUNE 21 FOR JAPAN "AT PEACE WITH MYSELF" BECAUSE HE HAD LEFT BEHIND MANY IDEAS WHICH WERE BEING CONSIDERED BY THE USG. HE WILL BE IN CLOSE TOUCH WITH UNNY FROM JAPAN AND SAID HE WOULD RETURN IF HIS PRESENCE COULD MAKE A DIFFERENCE. WITH RESPECT TO THE SUBSTANCE OF THE UN PROPOSALS, THE SYG WOULD ONLY SAY THAT THE UN HAD A PRESENCE IN LEBANON, BOTH OBSERVERS IN BEIRUT AND SEVERAL THOUSAND MEN IN THE SOUTH; THIS PRESENCE, THE SYG SAID, WAS AT THE DISPOSAL OF THE COUNTRIES CONCERNED. HE REPEATED THAT HE WAS IN TOUCH EVERY DAY WITH THE USG, EITHER IN NEW YORK OR WASHINGTON. 4. THE SYG DREW A SHARP DISTINCTION BETWEEN THE AMERICAN HOSTAGES AND THE SHIITES DETAINED AT ATLIT. IN ANSWER TO A QUESTION, HE SAID THEY WERE COMPLETELY DIFFERENT PROBLEMS. THE UN WAS ADDRESSING CONCRETELY THE HOSTAGE ISSUE, HE SAID. WITH RESPECT TO THE SHIITES IN ISRAEL, THE SYG SAID THE UN HAD ALREADY EXPLAINED ITS POSITION THAT UNDER THE GENEVA CONVENTION THEY SHOULD NOT HAVE BEEN TAKEN TO ISRAEL. BUT THAT WAS A DIFFERENT PROBLEM, HE CONTINUED, AND THE TWO PROBLEMS BECAUSE OF THEIR DIFFERENT NATURES SHOULD BE DEALT WITH SEPARATELY. THE SYG ADDED THAT THE CRISIS SHOULD BE HANDLED IN A WAY WHICH WILL NOT GIVE IN TO TERRORISM AND WHICH WILL NOT BE MISINTERPRETED AS ENCOURAGING FURTHER TERRORISM. 5. ON SECURITY AT THE ATHENS AIRPORT AND PROPOSALS THAT AIRLINES RECONSIDER USING THE AIRPORT UNTIL SECURITY IS IMPROVED, THE SYG CONFESSED HE HAD NO KNOWLEDGE OF THE FACILITIES IN ATHENS BUT HE WAS PERSUADED THAT THE GREEK GOVERNMENT WILL TAKE ALL NECESSARY MEASURES TO INCREASE SECURITY. 6. ASKED ABOUT THE UN'S ABILITY TO ADDRESS THE GENERAL ISSUE OF TERRORISM, THE SYG REFERRED TO THE RECENT UNGA RESOLUTION, EXPRESSED PLEASURE THAT IT WAS ADOPTED BUT ADDED THAT THE IMPLEMENTATION MECHANISMS COULD BE IMPROVED. ADMITTING THERE WAS LITTLE THE UN COULD DO SENSITIVE 38 SENSITIVE PAGE 1 - 209 SITUATION LISTING DATE 09/01/85//244 SITUATION: HIJACK SUBJECT CATAGORY: TWA 847 II MESSAGE / ANNOTATION: ITSELF IN THE ABSENCE OF MEMBER STATE ACTION, HE SUGGESTED THE GENERAL ASSEMBLY MIGHT CONSIDER ADDITIONAL MECHANISMS IN THE LIGHT OF RECENT TERRORIST INCIDENTS. SUMMARY: MINISTER OF TRANSPORTATION AND\nCOMMUNICATIONS EVANGELOS KOULOUMBIS AND SECRETARY\nGENERAL OF THE NATIONAL TOURIST ORGANIZATION NIKOS\nSKOULAS GAVE A JOINT PRESS CONFERENCE JUNE 20 AT\nWHICH THEY DESCRIBED AS \"UNFAIR\" THE \"DEFAMATORY\nCAMPAIGN LAUNCHED AGAINST GREECE BY THE U.S.\"\nFOLLOWING LAST FRIDAY'S HIJACKING OF TWA\nFLIGHT 847 AFTER ITS TAKEOFF FROM ATHENS AIRPORT.\nEND SUMMARY.\n2. KOULOUMBIS SAID THAT THE 60G CONSIDERS \"ALL\nTERRORIST ACTIONS UNACCEPTABLE AND TRULY SHARES IN\nTHE AGONY OF THE U.S. HOSTAGES AND THEIR\nRELATIVES.\" HE EXPRESSED REGRET THAT \"WE ARE\nBEING HELD RESPONSIBLE FOR THE ATHENS AIRPORT\nHIJACKING WHEN IN so MANY TERRORIST INCIDENTS AT\nSENSITIVE\n10\nSENSITIVE\nPAGE 1 247\nSITUATION LISTING\nDATE 09/01/85//244\nSITUATION:\nHIJACK\nSUBJECT CATAGORY: TWA 847 II\nMESSAGE / ANNOTATION:\nWESTERN AIRPORTS THERE HAD BEEN NO SUCH\nCOMPLAINTS. HE ALSO \"REGRETTED\" THAT THE U.S.\n\"REMEMBERED THE SUPPOSEDLY BAD SECURITY\nCONDITIONS\" AT THE ATHENS AIRPORT \"ONLY AFTER LAST\nFRIDAY'S HIJACKING.\"\n3. KOULOUMBIS REITERATED THAT ALTHOUGH OTHER\nWESTERN AIRPORTS HAD GONE THROUGH \"SIMILAR\nADVENTURES\" THERE HAD BEEN \"NO OUTCRY FOR A\nBOYCOTT\" IN THOSE CASES. HE CITED WEDNESDAY'S\nBOMB ATTACK AT THE FRANKFURT AIRPORT AND ADDED\nTHAT \"NO ONE WILL CALL FOR A BOYCOTT OF THAT\nAIRPORT.' FOR THIS REASON, HE CONTINUED, \"WE\nJUSTIFIABLY MAINTAIN THAT THE TREATMENT OF OUR\nCOUNTRY IS COMPLETELY UNFAIR.\n4. KOULOUMBIS ASSERTED THAT THE EFFICIENCY OF THE\nSECURITY SYSTEM AT THE ATHENS AIRPORT HAD BEEN\n\"ASCERTAINED\" BY SPOT CHECKS CARRIED OUT BY\nREPRESENTATIVES OF IATA AND OF THE U.S. AND FRG\nCIVIL AVIATION SERVICES DURING VISITS BETWEEN\nFEBRUARY AND MAY OF THIS YEAR. (THE REPORT SENT\nBY THE EMBASSY TO THE GOG ON THE RESULTS OF U.S.\nCIVIL AVIATION TEAM'S VISIT TO ATHENS AIRPORT IN\nFEBRUARY WAS MADE AVAILABLE TO THE PRESS IN A\nPACKAGE OF MATERIAL.)\n5. KOULOUMBIS PRODUCED A LIST OF HIJACKINGS\nWORLDWIDE FROM 1978 TO 1984 SHOWING THAT THERE HAD\nBEEN ONLY TWO HIJACKINGS IN GREECE, COMPARED WITH\n43 IN OTHER PARTS OF EUROPE, 62 IN THE U.S. AND\n104 IN OTHER COUNTRIES. HE ANNOUNCED THAT THE\nGOVERNMENT WOULD ASK INTERNATIONAL ORGANIZATIONS\nTO CHECK ALL AIRPORTS WORLDWIDE TO \"VERIFY THE\nADEQUACY AND EFFICIENCY OF THEIR SECURITY MEASURES\nIN ORDER TO ASCERTAIN WHETHER ADDITIONAL SECURITY\nMEASURES SHOULD BE TAKEN AT ALL AIRPORTS.'\n6. SKOULAS SAID THE \"UNACCEPTABLE, DEFAMATORY\nCAMPAIGN, MAINLY IN THE U.S., IS CAUSING\nTREMENDOUS DAMAGE TO TOURISM IN GREECE, ADDING\nTHAT THERE HAD BEEN \"A LARGE NUMBER OF LAST-MINUTE\nCANCELLATIONS THAT HAD SEVERELY HIT HOTELS, CRUISE\nSHIPS AND YACHTS. HE ASSURED THEM OF \"COMPLETE SAFETY IN OUR\nCOUNTRY.\"\n7. COMMENT: WHILE THE TRAVEL ADVISORY IS GETTING\nMAJOR MEDIA ATTENTION IN GREECE, OPPOSITION NEW\nDEMOCRACY PARTY HAS YET TO COMMENT ON IT. SUMMARY: UN SECRETARY GENERAL PEREZ DE CUELLAR SPOKE\nOUT AGAINST THE SEVERAL RECENT TERRORIST ATTACKS, CALLING\nTHEIR PERPETRATORS COWARDS AND DEPLORING THE FACT THAT\nTHERE WERE INNOCENT VICTIMS INVOLVED. HE SAID THE UN\nMADE A NUMBER OF PROPOSALS TO THE USG TO FIND A SOLUTION\nTO THE TWA HOSTAGE CRISES AND STOOD READY TO BE OF\nASSISTANCE. THE SYG LEAVES FOR JAPAN JUNE 21 BUT INTENDS\nTO STAY IN CLOSE TOUCH WITH DEVELOPMENTS. HE DREW A\nCLEAR DISTINCTION BETWEEN THE HOSTAGE PROBLEM AND THE\nSHIITES IN ISRAEL, AND SAID THE TWO SHOULD BE DEALT WITH\nSEPARATELY. HE ENCOUARGED UN MEMBERS TO ADDRESS AGAIN\nTHE BROADER ISSUE OF INTERNATIONAL TERRORISM IN THE\nGENERAL ASSEMBLY, THROUGH IMPROVED ENFORCEMENT MECHANISMS\nOF EXISTING RESOLUTIONS. END SUMMARY.\n2. IN A PRESS CONFERENCE JUNE 21 BEFORE LEAVING FOR\nJAPAN, UN SECRETARY GENERAL PEREZ DE CUELLAR SPOKE OUT\nFORCEFULLY AGAINST TERRORISM, CALLING IT NOT JUST A CRIME\nBUT COWARDICE. REFERRING TO THE RECENT EVENTS IN\nFRANKFURT, SAN SALVADOR AND KATHMANDU AS WELL AS BEIRUT,\nHE EXPRESSED HIS PERSONAL FEELINGS OF FRUSTRATION AND\nSHAME AND APPEALED AS A CITIZEN OF THE WORLD TO THOSE WHO\nPERPETUATE SUCH ACTS TO REALIZE THAT THEIR VICTIMS WERE\nINNOCENT PEOPLE. THE SYG SAID TERRORISTS LEAVE AN\nIMPRESSION THEY ARE COWARDS WHO DARE NOT ATTACK THOSE\nTHEY BELIEVE ARE CULPRITS; THEY END UP HARMING THOSE WHO\nARE NOT RESPONSIBLE FOR THE POLICIES OF GOVERNMENTS. IN\nANSWER TO A LATER QUESTION, THE SYG REPEATED \"NOTHING CAN\nSENSITIVE\n37\nSENSITIVE\nPAGE 1 - 208\nSITUATION LISTING\nDATE 09/01/85//244\nSITUATION:\nHIJACK\nSUBJECT CATAGORY: TWA 847 II\nMESSAGE / ANNOTATION:\nJUSTIFY TERRORISM.\"\n3. ON THE HOSTAGES, THE SYG SAID WE HAD SET UP A TASK\nFORCE IN THE SECRETARIAT ON JUNE 15 TO FOLLOW THE\nSITUATION AND COME UP WITH SUGGESTIONS TO FIND A SOLUTION\nTO THE PROBLEM. HE SAID FROM THE BEGINNING HE HAS BEEN\nINTERESTED IN ASSISTING THE USG AND HAS PRESENTED U.S.\nAUTHORITIES MANY IDEAS. HE WAS LEAVING JUNE 21 FOR JAPAN\n\"AT PEACE WITH MYSELF\" BECAUSE HE HAD LEFT BEHIND MANY\nIDEAS WHICH WERE BEING CONSIDERED BY THE USG. HE WILL BE\nIN CLOSE TOUCH WITH UNNY FROM JAPAN AND SAID HE WOULD\nRETURN IF HIS PRESENCE COULD MAKE A DIFFERENCE. WITH\nRESPECT TO THE SUBSTANCE OF THE UN PROPOSALS, THE SYG\nWOULD ONLY SAY THAT THE UN HAD A PRESENCE IN LEBANON,\nBOTH OBSERVERS IN BEIRUT AND SEVERAL THOUSAND MEN IN THE\nSOUTH; THIS PRESENCE, THE SYG SAID, WAS AT THE DISPOSAL\nOF THE COUNTRIES CONCERNED. HE REPEATED THAT HE WAS IN\nTOUCH EVERY DAY WITH THE USG, EITHER IN NEW YORK OR\nWASHINGTON.\n4. THE SYG DREW A SHARP DISTINCTION BETWEEN THE AMERICAN\nHOSTAGES AND THE SHIITES DETAINED AT ATLIT. IN ANSWER TO\nA QUESTION, HE SAID THEY WERE COMPLETELY DIFFERENT\nPROBLEMS. THE UN WAS ADDRESSING CONCRETELY THE HOSTAGE\nISSUE, HE SAID. WITH RESPECT TO THE SHIITES IN ISRAEL,\nTHE SYG SAID THE UN HAD ALREADY EXPLAINED ITS POSITION\nTHAT UNDER THE GENEVA CONVENTION THEY SHOULD NOT HAVE\nBEEN TAKEN TO ISRAEL. BUT THAT WAS A DIFFERENT PROBLEM,\nHE CONTINUED, AND THE TWO PROBLEMS BECAUSE OF THEIR\nDIFFERENT NATURES SHOULD BE DEALT WITH SEPARATELY. THE\nSYG ADDED THAT THE CRISIS SHOULD BE HANDLED IN A WAY\nWHICH WILL NOT GIVE IN TO TERRORISM AND WHICH WILL NOT BE\nMISINTERPRETED AS ENCOURAGING FURTHER TERRORISM.\n5. ON SECURITY AT THE ATHENS AIRPORT AND PROPOSALS THAT\nAIRLINES RECONSIDER USING THE AIRPORT UNTIL SECURITY IS\nIMPROVED, THE SYG CONFESSED HE HAD NO KNOWLEDGE OF THE\nFACILITIES IN ATHENS BUT HE WAS PERSUADED THAT THE GREEK\nGOVERNMENT WILL TAKE ALL NECESSARY MEASURES TO INCREASE\nSECURITY.\n6. ASKED ABOUT THE UN'S ABILITY TO ADDRESS THE GENERAL\nISSUE OF TERRORISM, THE SYG REFERRED TO THE RECENT UNGA\nRESOLUTION, EXPRESSED PLEASURE THAT IT WAS ADOPTED BUT\nADDED THAT THE IMPLEMENTATION MECHANISMS COULD BE\nIMPROVED.
