1. Attack on US. Embassy in Kuwait. At approximately 0130
EST (0930 local) on December 12, the US Embassy in Kuwait was
damaged by a massive bomb brought into the compound on a truck.
Bombs also exploded at six other locations in the city,
including the French Embassy. Our Embassy has reported five
dead, one person missing, twenty US Government Foreign Service
Nationals and seventeen other persons (all non-Americans who
were visiting the Embassy) injured. All Americans have been
accounted for, and none were seriously injured.
The Embassy administrative annex was totally destroyed, and
damage to the Chancery is extensive. Communications have not
been disrupted. An investigative team will arrive in Kuwait on
Wednesday. The Embassy is operating out of the Ambassador's
residence on the compound pending necessary repairs.
The "Islamic Jihad" organization has claimed responsibility
for the bombings. The city is reported to be calm and security
has been increased at all points. According to press reports
the Government of Kuwait claims to have arrested suspects in the
bombings.

2. Evacuation of PLO from Tripoli. Despite Israeli refusal
to give explicit public or private guarantees that Israel will
not interfere with the evacuation of Arafat and his forces from
Tripoli, the problem may be -moving toward resolution. The
Israelis have reacted with strong emotion to the idea of the
evacuation taking place under the cover of the UN flag ever
since Arafat's spokesman claimed (and then fecklessly denied)
responsibility for the December 6 terrorist bombing of a bus in
Jerusalem. We have urged the Greeks, who are providing the
ships for the evacuation, to talk to the Israelis about the
details of the operation, and the Greeks have told us that they
plan to take a forthcoming line with Israel on the issue.
