NATIONAL SECURITY DECISION
DIRECTIVE NUMBER 14
SECURITY CONSIDERATIONS IN EGYPT AND SUDAN
The President has directed that the Secretary of State and
the Secretary of Defense undertake an immediate examination
of steps to be taken to strengthen the positions of Egypt
and Sudan.
The scheduled November 1982 military exercise BRIGHT STAR
may be expanded as required, with the proviso that all actions
undertaken will be on a training basis.
Accelerated military assistance for Sudan will be within the
existing budget and will be reprogrammed within the FY 82
Security Assistance budget.
Contingency planning in support of Egypt and/or Sudan should
be undertaken on a priority basis, but discussion of such
contingency planning with Egypt or Sudan must not create
policy expectations which the United States cannot fulfill.
