    "ocrText": "JLVIV\nTHE WHITE HOUSE\nWASHINGTON\nFebruary 3, 1983\nNATIONAL SECURITY DECISION\nDIRECTIVE NUMBER 80\nINCLASSIFIED\nSHUTTLE ORBITER PRODUCTION CAPABILITY\nThe Senior Interagency Group (SIG) for Space, established to\nimplement my National Space Policy, has examined the issue of\nwhether Shuttle Orbiter production capability should continue\nbeyond the four Orbiters currently scheduled for delivery.\nAfter reviewing various options presented by the SIG (Space)\nI have decided that maintaining Orbiter production capability\nis in the best interests of the Nation. This objective will\nbe achieved through the production of structural and component\nspares necessary to insure that the Nation can operate the\nfour Orbiter fleet in a robust manner. These spares will\nprovide the necessary assurance that Shuttle operations will\ncontinue in the face of minor problems, modifications or other\nperiods of extended Orbiter outages.\nWhile this decision does not constitute approval for procurement\nof a fifth Orbiter in FY 1984, it does partially preserve this\noption for a future decision should optimistic estimates of\ndemand materialize and other conditions dictate. It is my\nintent that the full potential of the Shuttle concept as originally\nenvisioned is achieved and commercialization of space becomes\na reality.\nThe National Aeronautics and Space Administration is directed\nto submit to the Office of Management and Budget for inclusion\nin the Fiscal Year 1984 Budget a request for procurement of\nstructural and component spares that will carry out this decision.\nDeclassified/ Released on 10/23/98\nRamed over Reagan\nby L.
