Salvetti, National Security Council F98-915 THE EXPORT ADMINISTRATION ACT (U) At the NSC meeting of March 23, 1983, we discussed three remaining unresolved issues connected with renewal of the Export Administration Act. I have made the following de- cisions with respect to each of these issues. Issue 1 I approve including in the Export Administration Bill a contract sanctity provision that excludes pre-existing contracts from foreign policy export controls. This prohibition would apply for 270 days, except where I determine that the absence of foreign policy controls on these exports would prove detrimental to the overriding national interests of the United States. (C) Issue 2 I disapprove including in the Export Administration Bill new Presidential discretionary authority to impose import controls on a country whenever foreign policy export controls are imposed on that country. (C) Issue 3 I approve including in the Export Administration Bill new discretionary authority to impose import controls as a penalty against companies that violate U.S. export con- trols.
