DIRECTIVE NUMBER 316
The FY 1989 Cornerstone Nuclear Test Program
(U)
Programmatic approval of the FY 1989 Cornerstone Nuclear Test
Program proposed by the Department of Energy is granted. In
implementing the Cornerstone program, the following guidance will
apply:
--
All tests associated with Cornerstone will be conducted
in compliance with the Limited Test Ban Treaty, with
the National Environmental Policy Act, and in
accordance with the existing nuclear testing
limitations policy as outlined in NSDD-51.
The Department of Energy shall review each test with
design yields near 150 kilotons to reasonably ensure
that the device yield does not exceed the Threshold
Test Ban Limit.
Continue to coordinate public affairs activities related to the
implementation of the Cornerstone program, as appropriate, in
advance of test events. (U)
The five-year projection of nuclear tests is noted. (U)
The FY 1990 Nuclear Test Program should be provided for approval
by September 1, 1989. (U)
