Comments were received yesterday and forwarded to the NEC and DOE. That included comments from Joe Minarik and me, and our staffs (although Joe's comments were not available to be shared with DOE). The draft letter was prepared by DOE and Treasury. We understand it has strong support from Secretary Bentsen. There are claims that the President wants to proceed in this area, but we have not yet confirmed that (Martha has talked to Leon about it, but I do not yet have a report from her). The ostensible purpose of the letter is to show that we are being responsive to the economic problems of the oil patch states. DOE has pushed very hard to have the letter cleared in time for use in those states before the November elections. The letter does contain policy commitments in several areas. This is the result of an interagency process that the NEC has run over the past year, with long delays. Originally, there were expectations by many that these positions would result in specific legislative or other proposals during the 103rd Congress (and the deep-water royalty relief one was broached by Sec.
