The White House Office of National Service and the Commission on National and Community Service have chosen Build UP L.A. to be one of a very few organizations in the country to run a Summer of Service (SOS) program this summer. The Summer of Service is the first step in the building of the President's national service program and is designed to meet critical needs of at-risk children this summer, while at the same time building future national service leaders. By winning a Summer of Service grant, Build UP L.A. will receive money to provide minimum wage stipends and educational awards for the 150 young people who will be participating in the project, as well as some supervisory costs. However, Build UP L.A. is expected to pursue local private sector involvement and collaboration during the summer so as to strengthen the impact of the Federal investment and to provide important models of public and private partnership for national service. June 8, 1993 MEMORANDUM TO JON KEST, ACORN FR: Phil Caplan RE: Private sector support After having re-read your "support" letter again, I still have several problems. But if you bear with me, I think there is a way to overcome them: The White House is forbidden by law to solicit any financial or in-kind support. We can respond to offers of support, but cannot solicit in the first place. Letters from Eli need to be personalized and need to be sent from this office so that we know when and to whom the letters are sent. There are several ways to solve these problems. First, the letter could come from you and highlight the White House Office of National Service support for the program. This way, you could ask for whatever you want from whomever you want and I would not need to sign-off on each individual letter (I would appreciate, though, the chance to see the first, generic letter.) Second, Eli could send a letter of support to you which you could feel free to photocopy and include as an attachment to any solicitation of support. This is probably the simplest solution. Third, I could send the letters from here. This would necessitate you gathering the names and addresses from your staff. A draft of this sort of letter is attached. Admittedly, this is the most complicated and time consuming option for me (and possibly for you), but if it is 20-30 letters as mentioned, I would be willing to do it. The White House Office of National Service and the Commission on National and Community Service have chosen New York ACORN to be one of a very few organizations in the country to run a Summer of Service (SOS) program this summer. The Summmer of Service is the first step in the building of the President's national service program and is designed to meet critical needs of at-risk children this summer, while at the same time building future national service leaders. The New York ACORN Summer of Service program will provide 50 young people with an opportunity to work with inner-city neighborhood volunteers on a summer-long drive to eliminate the scourge of childhood lead poisoning in low income minority Brooklyn and Queens neighborhoods. ACORN, working with the Children's Medical Center of Brooklyn, will target 3,000 apartment buildings where families and children are at risk of becoming lead poisoned, and will arrange for screening and treatment, and for the abatement of the lead paint hazards. By winning a Summer of Service grant, ACORN will receive money to to provide minimum wage stipends for the 50 young people who will be participating in the project, as well as some supervisory costs. However, ACORN is expected to pursue local private sector involvement and collaboration during the summer so as to strengthen the impact of the Federal investment and to provide important models of public and private partnership for national service.
