THE GLOBE PROGRAM
As we discussed, The GLOBE Program will receive funding from
two or more government agencies. Holly Gwin, General Counsel,

MEETING WITH PATSY THOMASSON
We want to discuss with her the possibility of the PCSD renting space from OA.
From my conversations with Molly, the PCSD is only looking for OA to provide space, the
use of the supply store, (& facilities type things when needed) on a reimbursable basis.
The PCSD is looking at moving in with Sandy in 736 Jackson Place, and also going it
alone in 730. She may already know of the floods group as well as Sandy's initiative.
However, we should focus on the PCSD, and down play the others as we may not be asking
anything of her for them.
As you may know, the floods group may not need a core team located in a central
place, so we may not ask for space for them. (Will is working that out tonight.) You may
also know of my conversation with Todd where I gave him the heads up on Sandy's imminent
need for space, and he seems likely to take that one on. (Hc asked whose ball is Sandy
initiative now? I responded we had been shepherding it and are happy to continue to do so,
but we are looking to OA for our needs and don't know that we have the capital to support
Sandy too. He was appreciative and it seemed as if he was going to assume responsibility.
Hc wanted to make sure Jack was plugged in, so a meeting is set up with Jack, Km, you,
Todd and Sandy for Monday.) So with regard to Patsy, we can distance ourselves from
Sandy's, as its the VP's initiative and we were just looking into it for them.
As I mentioned, I understand from Andrea there are possibly two sensitive issues here:
the idea of OA entering into interagency agreements with people for space; the idea of GSA
renting one building to two agencies. Each agreement is work and time for OA. Also
Andrea has gone back and for the on both the idea that GSA is not able to split a space bill,
and the interagency agreement/reimbursement issue. She stressed that "it all has to look good
on the front page of the Post," so she may just be trying not to let me push her out on a limb
here, but we should be prepared nonethcless.
At the end of the meeting we should remind her of our the urgency of our phone
request and that the ATT people will need to move as quickly as possible when $ the time
comes. The facilities request has been hung up with Andrea and we have been working with
her for a month.

The status of this is as follows: Andrea has worked out an agreement with Ray to
sign the Facilities request, but apparently Ray has been out of town all week and docs not yet
have signature power. (Baker is signing the CEQ things that need to be signed and Bakers
staff is looking into long term solutions to the CEQ head/NAPAP situation before delegating
to Ray.) I just learned of this tonight and will move the paper to Baker's to sign tomorrow
(Thursday).

Space for floods
Presently, our Jackson place office has space for, in addition to Mary O'Lone, seven
policy staff and 3-4 support staff. Before I can tell you the likelihood of getting space for
flood issues people, there are several questions that need to be answered before we can
approach the office of administration regarding space.
How much money do you have? NONE. AGENCIES WILL CONY UP A
TOTAL 0F$ 350,000, BUT NOT POUDLATTID FOR SPARE.
You should be aware that only one agency can fund an intiative. Where does your
money come from?

The first floor has four private offices, one of which can accommodate two persons nicely,
and a reception area for two support staff. Five policy staff and two support staff can be
located here.

Each of the two offices second floor can a accommodate two persons, (four policy staff total),
and the reception area can be arranged to locate two support staff.
Third Floor
Six policy staff can be accommodated in the five offices on the third floor. Three of the
offices are large (one of which can take two people), the fourth is of good size, and the fifth
office is somewhat smaller than the others. The reception arca has room for two full work
stations, and can be arranged to take a third support staff person.

Fourth Floor
The fourth floor is a very nice place for support staff or interns. It has three work stations
similar to Dan and Brian's present desks, and a can accommodate a fourth of almost the same
size. It also has a mini-conference table that can seat four to six.
Most of the offices at Jackson Place are better than our offices here, based upon size,
natural lighting, and condition/appearance. The 722 space, and some others, are already
wired for OASIS networks and Andrea is looking in the possibility of connecting to the future
OPD local area network (LAN).

As we discussed the other night, the Office on Environmental Policy is in dire need of a
couple of additional offices in the Old Executive Office Building. Our small staff is
composed of the Director, the Deputy Director, 6 senior-level Associate Directors (3 of whom
are currently being housed in space that cannot accomodate meetings), 1 Special Assistant, 3
Staff Assistants, and 8 graduate student interns. Each of our Associate Directors has an intern
to assist him/her in particular substantive environmental areas, 2 other interns help me and
other staff on correspondence, research and the many other activities in which we are engaged
in helping the President. OEP staff members depend on these interns to make substantive
contributions and we have been successful at attracting highly motivated people. (Attached is
a list of the interns OEP had this summer we particularly try to reach out to universities
that can enhance our own cultural and gender diversity).
The bottom line is that our current space cannot accomodate the 20 people pursuing the
President's environmental agenda here in the White House -- we need at least 2
additional offices in the Old Executive Office Building.
I know this is a frequent request for you. Please let me know if there is any way I can assist
in making your job easier! Thanks for your help.

Re: Office space for the GLOBE Program in 722 Jackson Place
As you know, Sandy MacDonald is preparing to staff the Vice-
President's global environmental education initiative and is
seeking space in 722 Jackson Place. What we need is an office
for an SES or GM-15, space for 3 assistants, and a desk for a
secretary. The SES will need his/her own office, the assistants
can probably share one large office, and the secretary can sit in
the secretary pool. As we discussed, we would be happy to work
out an arrangement SO that our secretary could handle calls for
the OEP staffers in the building. We will need this space in
approximately two weeks, as we expect to have our funding and
preliminary hiring completed in the beginning of November.
Additionally, we are hoping to find space which we can keep for a
minimum of three years.

OEP OFFICE SPACE PLAN
As we discussed the other day, the Office on Environmental Policy is in dire
need of three office spaces in the building. These offices must be able to
accommodate meetings for senior-level Associate Directors.
Our small staff composed of the Director, the Deputy Director, 6 senior-level
Associate Directors, 1 Special Assistant, 3 Staff Assistants, 1 Agency Representative,
11 graduate student interns, and a permanent volunteer. Each of our Associate
Directors has an intern to assist him/her in particular substantive environmental
areas. Four other interns and a permanent volunteer help me and other staff on
research, correspondence and many other activities in which we are engaged in
helping the President. OEP staff members depend on these interns to make
substantive contributions, and we have been successful in attracting highly motivated
people.
Presently, three Associate Directors share offices with other staff and interns,
and this presents serious problems for our office. These staff members do not have
private offices for meetings with members of Congress or for other discussions of
sensitive policy issues. The confidential nature of our work necessitates these staff
members have privacy for meetings, and developing policy initiatives. Furthermore,
the generally cramped conditions decrease the productivity of OEP's staff.
Although Ken Connolly departs on October 1, OEP will need to accommodate
Mary O'Lone as an EPA Representative who will work in our office as part of the
National Performance Review to assist in the implementation of the NPR executive
order.

722 JACKSON PLACE
The third and fourth floors of 722 Jackson Place meet OEP's short term needs
for office space. We are interested in much of the office furniture and computer
equipment on those floors that CEQ will be releasing.
Due to the urgency of our situation, we will need to begin moving some of our
staff to Jackson place as soon as possible (i.e. early next week).

OEP'S LONG TERM NEEDS FOR OFFICE SPACE
To meet the Office on Environmental Policy's need for office space, we are
requesting suite 145 OEOB when NAFTA vacates. OEP's critical needs for office
space in the Old Executive Office Building are outlined in my memorandum to you
dated September 21, 1993.
OEP's request for the third and fourth floors of 722 Jackson Place is an interim
solution to meet our short term needs. Our small staff and many responsibilities in
serving the President require OEP to be located in the OEOB as close together as
possible.
