BRIEFING BY REGIONAL EXECUTIVES
I am writing to invite you to a briefing by the Regional
Executives of the Forest Service, the Bureau of Land Management,
the Fish and Wildlife Service, the Environmental Protection
Agency, the Bureau of Indian Affairs and the National Marine
Fisheries Service for Tuesday, March 1st in room 248 of the Old
Executive Office Building from 10:00 to 11:30. The purpose of
the briefing is to acquaint you with the numerous ongoing
activities for implementing the various components of the
President's forest plan. The same briefings will also be
available to Congressional staff and Members and to industry and
environmental groups later in the week. If you plan to attend on
Tuesday, please call Will Stelle's office at 456-6224 to provide
your name and date of birth.
MEETING OF THE IEC TO REVIEW RECORD OF DECISION
The Interagency Executive Committee is scheduled to meet on
Friday, March 4th from 3 pm to 5 pm in the Eisenhower Room of the
White House Office Conference Center. The Conference Center is
located across the street from the White House at 726 Jackson
Place. The purpose of the meeting is:
1. To review the current draft of the ROD;
2. To discuss the several key policy issues that will be
addressed in it; and
3. To agree upon a schedule for completing the review and
presenting the final decision memorandum to the President in
accordance with the court schedule.

6:00 pm to review the final version of the ROD for the forest plan.
The meeting will provide us with an opportunity to ensure that any
remaining major loose ends are identified and settled before the
final editing occurs on the ROB on Friday. We can also take up any
implementation issues that might also be relevant.
The meeting will occur in the Wilson Room of the White House
Conference Center.
This meeting is intended to be a small meeting. Only invitees
are asked to attend. If you want to bring others, please clear it
with me beforehand.

Judge Dwyer issued an order granting our request for a three
months extension of the schedule for completing the final EIS
last night. He made no mention of the request by the intervenors
for an extension of the public comment period.
Tom and Kevin, you may want to issue a brief release on this
since the request itself was the subject of news articles.
I noted politely to our Justice friends that to the best of
my knowledge this might be the first time the court has ever
agreed with anything the government has ever said on this subject
in the last four years. A new beginning. Let's hope it lasts
when we get to substance.

I am writing to urge a prompt resolution of the outstanding
issues pertaining to the adjustments in our implementation scheme
for both the community assistance and forest plan sides of the
President's forest initiative.
I am advised that there is growing chaos, confusion and
conflict within the region over what precisely the regional
apparatus must or should do to ensure continuing compliance with
FACA.
Steve and Todd, it is important that you review the legal
opinion issued by DOI and USDA and give us some guidance on whether
it comports with your understanding on these matters.
Please advise.

FACA Compliance and the Forest Plan

I am writing to request that you provide guidance to the
Forest Service, Bureau of Land Management and Fish and Wildlife
Service on the issue of FACA compliance and the implementation of
the President's forest plan.
The General Counsel of USDA and the Solicitor of the Interior
Department have reviewed the issue and made a number of
recommendations. I believe the line managers will require guidance
from you, however, in order to proceed properly. I therefore
would recommend that you develop appropriate guidance for the
regional offices and convey it to them promptly to ensure that any
necessary modifications to past practices are instituted
immediately.
I would note, further, that whatever guidance developed in
this particular setting could have a direct and substantial affect
on other processes and practices traditionally pursued by the
agencies, so the guidance should be developed with an eye to these
broader ramifications.

Communications Strategy for Forestry

Based on Tom Tuchmann and Stephanie Solien's conversations
with Hill members today it is readily apparent that we have
fallen short on an aggressive communications strategy in the
months since the plan announcements. Although we developed a
fancy communications strategy at the time of plan announcement,
it does not seem to be doing the job, and we are very vulnerable
at letting the opposition define us.
I believe that we need to rejuvenate a communications
strategy by asking Lorraine Voles to call a small meeting of the
core forestry substance people and Sweeney and Amontre. She
could then talk over what needs doing, by whom and when, and then
make the appropriate assignments.
I spoke with Marla about this and this was her advice. I
will proceed to mention this to Lorraine, but wanted you to know
that I was going to try and get her to gear up.
