(b) RECOMMENDATIONS.-Not later than the date 6

SEC. 4033. PREFERENCE OF COMMITTEE FOR IRS COLLEC-

TION MECHANISM.
74. The House bill, but not the Senate bill, expresses the
sense of the Committee on Education and Labor to support
