Dear Mr. President:
I write to you today to ask you to renew your commitment for the swift
enactment of comprehensive, anti-crime legislation during this session of
Congress. While we all acknowledge the importance of the ongoing debate
over the economy, the deficit, and health care reform, we cannot forget--
nor further delay--crucial action to combat violent crime in America.
Your comments to a joint session of Congress earlier this year were
precise:
"I ask you to help to protect our families
against the violent crime which terrorizes
our people and which tears our communities
apart. We must pass a tough crime bill."
As you know, Mr. President, our crime statistics are still grim.
Indeed, the Federal Bureau of Investigation recently announced that there
was virtually no change in the number of murders, forcible rapes,
robberies, and aggravated assaults from 1991 to 1992. This is
unacceptable. The cost of this domestic warfare goes beyond the numbers of
lives lost and the other numerical indicators of our crime problem, for the
devastation to our social fabric left in the aftermath of this brutality is
incalculable. The American people want action.
For your review, I have enclosed a copy of my legislation, H.R. 2217,
the "Violent Crimes Control Act of 1993." This legislative proposal
includes the death penalty procedures that have in 1990, and again in 1991,
been dutifully adopted by the House. These procedures and conforming
amendments will enable law enforcement authorities to seek the death
penalty for the most heinous federal crimes, including those which occurred
recently at the World Trade Center and at the Branch Davidian compound near
Waco, Texas.
