Dear Mayor Norquist,
Thank you for your letter urging the inclusion of the New Hope demonstration in
our welfare reform plan. The Administration has been very supportive of the
New Hope project in the past and consulted with program staff and participants in
the course of preparing the legislation. We have long shared New Hope's
emphasis on the importance of making work pay and on moving people toward
self-sufficiency. These are the central principles around which we must reform
the welfare system.
As you know, the Work and Responsibility Act we recently introduced does not
include explicit support for any particular program. Yet even though New Hope
is not mentioned by name, the flexibility provided to states and communities in
designing and operating the JOBS and WORK programs should permit continued
support for the program within the general framework of welfare reform.
New Hope should serve as a model for communities seeking to move people from
dependence to independence. Thank you for your support in reforming the
welfare system and for the valuable efforts of the New Hope program.
