SUBJECT: DRAFT LETTER TO GOVERNORS
Dear Governor,
As you know, last Monday in Burlington, Vermont, I took some steps
to move us forward in our efforts to reform welfare, as we press
for comprehensive Federal legislation. I am now writing to follow
up with you on those steps, and to assure you of my commitment
that the changes I announced will be put in place promptly.
Secretary Shalala will be contacting each of you within a few days
to describe further the expedited process for acting on welfare
waivers. Under this process, HHS will now act within 30 days on
welfare reform waiver requests that follow one or more of the five
strategies I laid out in my speech. In addition, on Tuesday,
August 8, our proposed regulation that will prevent food stamp
benefits from increasing when welfare recipients are sanctioned
will be published in the Federal Register with an expedited
comment period. I expect that new regulation to take effect in 90
to 120 days.
In addition, I have attached a copy of my speech before the
National Governors' Association for your information.
Over the last two years, 32 states have begun innovative welfare
reform experiments under waivers from this Administration. I am
eager to continue to work with you to move welfare recipients to
work through these waivers, and excited about the opportunity to
make welfare reform a reality in each of your states.
