Resolution on CAPTA Appropriations
WHEREAS, the Child Abuse Prevention and Treatment Act (CAPTA) authorizes
funding for child abuse and neglect programs including Child Abuse State Grants, Child
Abuse Discretionary Grants, and Community Based Family Resource and Support
Grants;
WHEREAS, the FY 98 funding level for these programs is $21 million, $14 million, and
$33 million respectively;
WHEREAS, the House Appropriations Subcommittee on Labor, Health and Human
Services, and Education zeroed out FY 99 funding for the Child Abuse Discretionary
Grants and Community Based Family Resource and Support Grants, and increased
funding for the Child Abuse State Grants by $4 million;
WHEREAS, the House full Committee on Appropriations restored funding for the
Community Based Family Resource and Support Program, but the funding for the Child
Abuse Discretionary Grants remains zeroed out;
WHEREAS, the Community Based Family Resource and Support Grant Program is an
important source of federal funding for community-based child abuse prevention
activities which may include: home visiting; parenting education and skills; respite care;
community and social services referrals, and family support;
WHEREAS, the Child Abuse Discretionary Program funds a number of important
activities including research, technical assistance, data collection, and demonstration
projects that contribute to development of innovative and effective strategies and best
practices for treating and preventing child abuse;
WHEREAS, the Committee report suggests that discretionary activities are clearly a
lesser priority, especially in times of fiscal constraint, and that many of the discretionary
activities can be accomplished through the state grant funds;
WHEREAS, Child Abuse State Grants are the only federal funding source to assist states
in improving their child protective services system to protect the safety of children and
identify, assess, investigate, treat and prevent child abuse and neglect, but has remained
significantly underfunded despite continued increases in the incidence of child abuse and
neglect;
