Eliminate all human images, and cartoon characters from all advertising and from all cigarette packages, including cartons. Restrict tobacco product advertising to black and white text only in publications read by a significant number of young people (defined as youth readership of either 2 million or 15 percent). FDA must approve the methodology of surveys used to determine youth readership. Restrict point of purchase advertising to limit their size and number, remove them from the line of sight of children and remove them from close proximity to candy and other goods likely to attract children. Eliminate internet advertising and use whatever technology available to make tobacco advertisements placed on the internet from foreign countries inaccessible in the United States. Prohibit the use of brand names associated with non-tobacco products as brand names for tobacco products. Require cigarette, cigar and smokeless tobacco products and advertisements to carry the FDA-mandated statement of intended use "Nicotine Delivery Device" Marketing Prohibit marketing and promotion of all non-tobacco products, services, goods and other items that carry tobacco brand names, logos, or imagery (e.g., Camel Cash, Marlboro Gear or travel). Prohibit tobacco manufacturers, distributors, or retailers from sponsoring any athletic, social or cultural events (or any entry or team in any event) using the brand name or brand imagery of any tobacco product. Prohibit any payments or fees to celebrities to use tobacco in the movies, on TV or any other entertainment, media or technology markets (e.g., music videos, live or recorded entertainment, video games, etc.) or to any other person or entity to glamorize tobacco use in movies, on TV or any other entertainment, media or technology markets. Prohibit any "in- kind" actions to accomplish any of these same purposes. Ban offers of non-tobacco items, gifts or services (e.g., travel) based on proof of purchase of tobacco products. Ban all sales of tobacco products through mail-order or on the Internet and other electronic systems. 3/10/98
