TOBACCO-RELATED RESEARCH. 5 (a) IN GENERAL.-The Secretary, acting through the 6 Director of the National Institutes of Health, shall estab- 7 lish a program to encourage and promote (through grants, 8 contracts, or otherwise) expanded research, investigations, 9 experiments and studies, concerning- 10 (1) the relationship between the use of tobacco 11 products and cancer, cardiovascular lung diseases 12 and other diseases; 13 (2) the effects of tobacco products, ingredients 14 of tobacco products, and tobacco smoke on the 15 human body and methods of reducing any negative 16 effects; 17 (3) the addictive effects of nicotine and how 18 such effects differ with respect to different individ- 19 uals; 20 (4) the prevention and cure of diseases and ill- 21 nesses most associated with the use of tobacco prod- 22 ucts; 23 (5) differentials between brands of tobacco 24 products with respect to health effects or addiction; 25 and
