Do you support liability relief for tobacco companies as part of tobacco legislation?
A.
My goal from the beginning of my administration has been to do everything in my power
to reduce teen smoking. I have put forward 5 specific principles for bipartisan comprehensive
tobacco legislation to do that. We need to raise cigarette prices by up to $1.50 over the next
decade, give the FDA full authority to regulate nicotine, get tobacco companies out of the
business of marketing to kids, advance the interests of public health and children, and protect
tobacco farmers.
I've said all along that although I'd prefer legislation without limits on liability,
reasonable limits aren't a dealbreaker as part of comprehensive tobacco legislation that meets all
my principles and will make a real dent in teen smoking. What would be a dealbreaker is if
Congress tries to send me legislation that doesn't address the real problem -- that doesn't raise
cigarette prices and doesn't force the tobacco industry to change the way it does business forever.
