changes in children and other targeted

populations, including minority popu-

lations;

(C) provide assurances that amounts re-

ceived under this subsection will be used in ac-
19
cordance with paragraph (5); and

(D) meet any other requirements deter-
21
mined appropriate by the Secretary.

(5) USE OF FUNDS.-An entity that receives
23
funds under this subsection shall use amounts pro-
24
vided under the grant or contract to conduct multi-
25
media and non-media public educational, informa-
