1 SECTION 1. SHORT TITLE.

This Act may be cited as the "[Minority Populations
3 and Tobacco Products Public Health Act of 1998]".
4 SEC. 2. FUNDS FROM NATIONAL TOBACCO SETTLEMENT;

GRAMS REGARDING RACIAL AND ETHNIC MI-

NORITY GROUPS.

Title XVII of the Public Health Service Act (42
9 U.S.C. 300u et seq.) is amended by inserting after section
10 1707 the following section:

"MINORITY HEALTH AND TOBACCO PRODUCTS
12
"SEC. 1707A. (a) IN GENERAL.-
13
"(1) ALLOCATION FROM NATIONAL TOBACCO
14
SETTLEMENT.-Of the amount that is received by
25%
15
the Federal Government for a fiscal year pursuant
16
to the national tobacco settlement and reserved for
17
programs regarding the public health, there shall be

made available 25 percent for carrying out public
19
health programs (including programs of research)

that concern the consumption of tobacco products

and are directed toward individuals who are mem-
22
bers of racial or ethnic minority groups.

"(2) ADMINISTRATION OF PROGRAMS.-Pro-

grams under paragraph (1) shall be carried out by
25
the Secretary, acting through the Deputy Assistant
26
Secretary for Minority Health, and-
