newspapers, magazines and companies dependent on tobacco advertising should also
be eligible to receive funds.
11. Economic development assistance and training should be provided for minority
communities impacted negatively by tobacco control legislation and regulation.
12. Legislation and/or any agreement related to the distribution of funds among the states
should guarantee that Puerto Rico, Pacific Island Jurisdictions, other territories and
Indian nations should receive fair and equitable treatment.
13. Federal funds generated from tobacco control legislation and federal funds to be
returned to the states should be equitably distributed for minority public health
programs in accordance with the minority smoking prevalence rate in each state.
14. Tobacco prices should be increased to at least $ 1.50 per cigarette pack to save lives
and deter youth smoking. The funds should be used primarily for public health
programs that can curb tobacco use and mitigate its regressive impact in minority and
disadvantaged communities.
15. FDA should have full and unencumbered authority over tobacco products.
16. No marketing to children and youth should be allowed.
17. Broad disclosure of industry documents should be achieved.
18. State and local governments should not be preempted from establishing or retaining
requirements equal to, or more stringent than, any federal tobacco control measure.
19. International tobacco control efforts should be adequately funded, US standards and
regulations should prevail and no government agency should promote tobacco
products abroad.
