``(B) may, to encourage innovation and experimentation with new methodologies, provide for or may include a targeted pilot program with an evaluation component; ``(C) shall provide for training in tobacco use cessation intervention methods for health plans and health professionals, including physicians, nurses, dentists, health educators, public health professionals, and other health care providers; ``(D) shall ensure access to tobacco use cessation programs for rural and underserved populations; `(E) shall recognize that some individuals may require more than one attempt for successful cessation; and (F) shall be tailored to the needs of specific populations, including minority populations; and ``(2) with respect to State and community-based prevention activities described in section 1981C(c), shall specify the activities authorized under such section that the State intends to carry out. ``(c) Certification The certification referred to in subsection (a)(3) shall be consistent with the certification required under section 1905(c), except that ``(1) the State shall agree to expend payments under section 1981A(c) only for the activities authorized in section 1981C; (2) paragraphs (9) and (10) of such section shall not apply; and ``(3) the State is encouraged to establish an advisory committee in accordance with section 1981E. ``(d) Reports, Data, and Audits The provisions of section 1906 shall apply with respect to a State that receives payments under section 1981A(c) and be applied in a manner consistent with the manner in which such provisions are applied to a State under part, except that the data sets referred to in section 1905(a)(2) shall be developed for uniformly defining levels of youth and adult use of tobacco products, including uniform data for racial and ethnic groups, for use in the reports required under this subpart. ``(e) Withholding The provisions of 1907 shall apply with respect to a State that receives payments under section 1981A(c) and be applied in a manner consistent with the manner in which such provisions are applied to a State under part A. ``(f) Nondiscrimination The provisions of 1908 shall apply with respect to a State that receives payments under section 1981A(c) and be applied in a manner consistent with the manner in which such provisions are applied to a State under part A.
