Your proposal addresses issues that are at the heart of the current debate about welfare. The President's reform plan will replace a system based on welfare with a system based on work. The proposal will expand and improve the Job Opportunities and Basic Skills (JOBS) program created by the Family Support Act of 1988 and will offer teaching, training, and job placement services. At the same time, the Earned Income Tax Credit, health care reform and child care programs will provide the additional incentives people need to leave welfare. By increasing both work oppor- tunities and desperately needed support systems, the Work and Responsibility Act of 1994 will make welfare what it was meant to be -- a second chance, not a way of life.
