During a conference call this morning involving staff from the FCC,
Lynn Cutler and Tom Kalil of the White House, and staff from the Rural
Utility Service at Agriculture, a concern was raised about the data in
the study based on the following. We've all been involved in trying
to identify fixes to the problems raised in the report for the
President to announce.
The study indicates that on the Pine Ridge reservation, the percent
of homes without a telephone is 58.4%. However, the FCC, in talking
to the local telephone provider, Golden West, has learned that the
penetration rate is around 80%. even with a 10% disconnect rate, that
leaves the reservation with a mucher higher penetration rate than
reported in the study. moreover, the FCC also has spoken with some of
the tribal leadership, who say that the penetration rate is around
30-40%.
We need to understand why there is a difference between the Golden
West numbers, what the tribal leaders are saying and the number
