The San Francisco Asset Building Initiative: Planning Process
Now is an opportune time to inaugurate a county-wide asset building initiative in San Francisco.
Advocates and policymakers are crafting a Living Wage Ordinance. Housing officials are trying
to expand the availability of affordable housing. Public funds are increasingly available to
support the working poor. SFABI will augment existing income-based anti-poverty programs by
providing the poor opportunities and tools for asset accumulation.
The SFABI Working Group consists of representatives from nonprofit workforce development
agencies, the Department of Human Services, and the philanthropic community. In recognition
of the importance of asset accumulation in helping families attain economic independence, the
Working Group has organized - and raised funds to support - a year-long planning process for
development of a county-wide asset building initiative. The planning process is guided by a
Steering Committee of leaders from the public, private, nonprofit, and philanthropic sectors (The
Chairs of the Steering Committee are: Sandra Hernandez, CEO, The San Francisco
Foundation; F. Warren Hellman, Chairman, Hellman and Friedman LLC; and Supervisor Mark
Leno, San Francisco Board of Supervisors). Under their direction, the Working Group will:
develop vision and mission statements;
conduct focus groups of community
research existing IDA programs;
stakeholders; and
explore issues of scalability;
identify decision points for policymaking.
The planning process will culminate in January 2001 with the release of a comprehensive action
plan for funding, implementing, and evaluating a county-wide asset building initiative. The plan
will be endorsed by community leaders including, but not limited to, members of the Steering
Committee.
Preparing for Implementation
The SFABI planning process is underway. Funds have been raised, the Steering Committee
has been convened, and the Working Group is immersed in research. The Working Group and
Steering Committee are committed to putting the pieces in place, but a strong investment is
needed to take SFABI to the next level. Going to scale - thousands of accounts and millions of
dollars in matching funds - requires a new delivery and monitoring system, one that utilizes the
latest technology. The tech community needs to be brought on board to support the
development of this system. Partnerships need to be established with financial institutions,
community organizations, and public agencies. Match money needs to be raised, and the
community needs to be educated. SFABI hopes to take full advantage of the momentum
coming out of the planning process, by putting in place, prior to its conclusion, a core
organization with sufficient funds and staff to promote implementation of the plan and coordinate
the aforementioned activities.
