Dear Ms. Golden,
We are writing to comment on the proposed High Performance Bonus
regulations published in the December 6, 1999 Federal Register.
In general, we are pleased by the expansion of the bonus to include measures
of food stamp and Medicaid participation.
As you know, many studies conducted since 1996 show that states have
often failed to enroll eligible low-income families transitioning off TANF in
the Medicaid and Food Stamp programs. This has led to unexpected and
alarming declines in participation in both programs since the enactment of
PRWORA. In our view, this suggests that welfare reform has so far failed to
reach its primary purpose of helping low-income families to achieve self-
sufficiency in the work force.
We understand that a full federal review of state policies regarding Medicaid
enrollment of TANF recipients and leavers is now underway, and that
preliminary results show significant problems in some areas. We look
forward to discussions about steps the Administration will be taking to
reinstate eligibility for individuals improperly denied health insurance, and
to address current and future enrollment problems.
Inclusion of Medicaid and food stamp participation in the High Performance
Bonus has the potential to motivate states and local welfare offices to take
the necessary steps to ensure that fragile low-income families leaving
welfare are given an opportunity to apply for these vital support programs.
But the allocation of bonus award funds at $20 million annually to each non-
work measure - then divided among 10 states with the highest scores in
each measure creates little incentive for states to choose to compete for
