It looks like ACS data would be far superior to CPS for child care, however, results won't be available for
several years. Nationwide implementation of the ACS survey begins in 2003, with State level results
scheduled for release in mid-2004. (Census materials prominently note that this schedule is contingent
on Congressional appropriations).
Even with the delayed timeframe, it would be a big plus to have HHS signal their intention to move to ACS
data in the future. It helps mitigate concerns about the shortcomings of existing data sources, because
they can be characterized as interim/transition measures. More importantly, it provides a means for
sub-State analysis and gives all communities with populations in excess of 65,000 the ability to assess
their child care services on an annual basis, a practice that I think we would want to encourage.
Given the timetable for the release of data, howeve Zoe thinks that we may need to re-evaluate how we
plan to use it for the food stamp measure.
