Indiana:
Indiana's early childhood initiatives have a strong business coordination element. Governor Frank
O'Bannon has joined with corporate leaders to create the Indiana Child Care Fund, the purpose of
which is to focus on improving the quality of care in child care centers, family child care facilities,
early childhood programs and school-age programs. The Child Care Fund is a public-private
partnership which will disseminate information packets to help community planners outline how
family-friendly efforts including child care support can make a business more productive. They
will also guide businesses - both large and small - to resources for establishing their own
programs, all to increase both the quality and availability of child care throughout Indiana.
Georgia:
Governor Miller has sponsored two statewide initiatives for young children. All four-year-olds
are eligible for a voluntary prekindergarten program, and screening and follow-up services are
provided for all new parents and their young children through the Children 1st initiative. Follow-
up services include family support, health, and child development services through the first three
years of children's lives.
Business Tax Credit
Texas:
Texas' Workforce Commission (its Labor Department equivalent) has funded seven community
programs to create employer commissions, which fund dependent care for employees. These
commissions have worked with the American Business Collaborative, of which IBM is a strong
supporter, to invest in providing care and improving the quality of care.
After-School
Indiana:
Indiana recently created a Safe Havens program, which enables participating schools to stay open
longer hours, preferably 7:00 am to 9:00 pm. The extended hours programs feature efforts to
reduce violent behavior and drug and alcohol abuse, and to improve academic performance.
Since September of 1997, 28 schools in 18 counties have developed safe haven programs making
extended hours programs available to over 220,000 Indiana students. [Our entire after-school
initiative will help up to 500,000 children a year.]
