My name is

I am a 32 year old
honorably discharged Marine veteran with 11 and 1/2 years of
service that includes two combat tours, in Beirut, Lebanon in
1983 and Saudi Arabia - Kuwait 1990-1991. At present I receive
10% service connected compensation for Post Traumatic Stress
Disorder that resulted from the bombing of the Marine barracks
in Beirut on October 23, 1983. On May 10, 1995 I had surgery
at Wade Park Veterans Medical Center to replace my right hip
that had deteriorated. I had put in a claim for service
connected disability for my hip condition but it was denied
due to the fact that over one year had passed since my discharge
and my first doctors visit.
A few days after my surgery a Veterans Administration
counselor visited me in the hospital to go over benefits and
said that due to my hip replacement and service connected
disability I could be a candidate for the Vocational
Rehabilitation program the VA offers. He filled out the
necessary paper work for me and as far as I know has submitted
it to the VA.
I am requesting Vocational Rehabilitation because I have a
serious employment handicap and I feel furthering my education
or getting technical training is the only way that I will be
able to provide for my family and become self sufficient.
The VA is the only source of help I have so I am writing you
as well as some other people I feel could help me in a effort
to secure the Vocational Rehabilitation program.
I would like to submit the following items in support of my
claim.
a.) I am no longer able to perform the occupation I was trained
for while in the military (combat engineer). This job requires
heavy lifting, squatting, bending, climbing ladders, etc. and
all of these activities not only wear out the ceramic head of
my replacement hip in less time but also increase the chance
that dislocation will occur.
b.) I have no type of job training that will be conducive
to my hip replacement. My doctor and physical therapist told
me that I will have to restrict and change my activities and
life style in order to maximize the life of my hip and also
to decrease the chance for dislocation.
c.) Due to my young age I need to get as many years as possible
out of my new hip because every time I have to undergo a
replacement surgery I will lose more mobility and have problems.
Vocational training in a less physically strenuous career will
help extend the life of the hip.
d.) I have been unable to work due to the pain since October,
1994 and this unemployment has resulted in the loss of my 1992
pick up truck. I am homeless which resulted in moving in with

friends and my in laws who have put themselves near bankruptcy
providing support for my family and me, this was due to my
inability to work.
e.) I spent 11 and 1/2 years in service to my country doing
anything asked of me- was wounded when the Marine barracks
in Beirut, Lebanon was blown up on October 23, 1983. The
following 18 Marines in my platoon died.

The bombing left many scars and many sleepless nights in my
life that is still is a daily part of my life. All the Marines
who slept in my room died except for me and I still feel guilt
for living. No attempt was made to counsel the survivors after
the bombing and I feel strongly that in future traumatic events
counseling should be a part of the recovery.
f.) I was a platoon guide during the Gulf War and was in charge
of 37 Marines and 6 armored vehicles. My unit breached 2 Iraqi
minefields to open up a path for the tank heavy "Tiger" Brigade
into Kuwait. During the breach of the first minefield our "Fox"
chemical detection vehicle detected a chemical and sounded the
gas alarm. We went into MOPP condition 4 until the all clear
was sounded. The next morning a decontamination team came by
our position to check out our equipment for contamination and
found our gear to be contaminated and we had to bury our chemical
protective outer garments. One of our Marines exhibited symptoms
of massive swelling in the face and hands (

A lot of Marines in my company were exhibiting unusual symptoms
after the war so I documented them and that report is a enclosure
to this letter.
g.) Our unit also had to take some pills that were suppose
to help protect us. We had to take CIFRO 500 twice a day and
Pryridostigmine Bromide 3 times a day starting on February 22,
1991 till the end of the ground war. Side effects like
dizziness, rashes, headaches and stomach aches were common in
our platoon.
h.) Our unit was in dense oil fire smoke for the ground war.
In fact we used burning oil head fires to help guide us during
the early hours the first day of the war. The smoke mixed with
the light rain and left a oily film on our hands and face.

i.) I have problems with memory loss, heavy sweating and sore
throats that I never had before the Gulf War. Because of
stresses from Beirut and the Gulf War I was trying to use alcohol
to self medicate my feelings. I found this just caused more
problems so I quite drinking 8 months ago and even under went
a 28 day inpatient program at the Brecksville VA.
I may never know what caused the blood supply to get cut off
from my hip which resulted in a hip replacement. I am not
attempting to place blame I am just trying to get my life back
in order. I feel that my only chance to get back on my feet
and become self sufficient is for the VA to approve Vocational
Rehabilitation for me and I am requesting any help you can
provide in this matter. Please help me and my family.
I would also like to volunteer to be seen before any special
White House panels as I feel there is a lot that still needs
to be examined from the Gulf War.

This is a report of a internal study I did into "B" Company
2nd Combat Engineer Battalion 2nd Marine Division I MEF which
was deployed to SWA region of Saudi Arabia/Kuwait from December
1990 to April 1991. "B" Company was part of Task Force Alpha
which combined parts of our Battalion, 1st Bn 6th Marines, 8th
Tanks, 4th CEB, 4th AAV backed up by the Army Tiger Brigade.
Our Task Force was tasked with breaching the far left 2 lanes
into Kuwait for 2nd Marine Division.
There are 3 areas I looked into.
"1. The oil smoke that we breathed in or was soaked in by our
skin.
"2. We hit a gas land mine that put us in Mission Oriented
Protective Posture (MOPP 4) after breaching the first mine field,
on the first day of the ground war. On the 2nd morning of the
ground war a NBC Decon Team came by to check our vehicles and
packs with a meter which they said registered chemicals.
"3. We were ordered to take pills that were said to be untested
but said the pills would do us more good than harm.
1. CIPRO (Ciprofloxacin HCI) 500 tablets, made by Miles Inc.
Taken 2 times a day. Used for Anti-Anthrax. Taken for 9 days.
2. PYRIDOSTIGMINE BROMIDE Pre-Nerve Agent Treatment, made by
Duphar Bv Amsterdam, Holland. Taken 3 times a day. Used for
nerve agent treatment. Taken for at least 7 Days.
I kept a dairy while in SWA and this is the entry for the day
we started taking the pills.
Day 37 (Air War) 22nd February Friday, Day 67 (In Country)
we started taking Cipro 500 tablets. It's suppose to build
up against Anthrax, we take it 2 times a day. Also
Pyridostigmine Bromide which is a pre-nerve agent treatment
pill 3 times a day. There is a chance we will leave tomorrow
to our attack position
That is the only thing I wrote in
my diary about the pills we took.
The reason I started looking into this is because of some strange
symptoms of the Marines in my platoon and also our company are
experiencing lately. I started investigating this on the 14
August 1992. I've talked to 14 Marines plus myself as of today
27 August 1992. My plans are to give each person I talked to
a copy of this report which is totally unofficial, but I did
asked each person for permission to use their name and SSN.
I will make recommendations on what we should do in the report.
My intent is not to put claim against the govt. or VA but just
to give each person something to have in writing just in case
the symptoms persist. I started off asking each person some
questions, I want them to honest and not to exaggerate anything.

Mr. Betz called to inform the First Lady's Press Office that he
wrote a letter to Mr. Sam Stanton [ (916)-321-1091). He wrote the
letter about Debbie Judd [ (916)-684-1693], a woman who was to be
a Representative to the Council Mrs. Clinton addressed on Monday
concerning the Gulf War Syndrome.
Mr. Betz read the letter he wrote to Mr. Stanton over the phone.
In the letter, he stated that he believes a bad regular
preventative flu shot is what is causing the Gulf War Syndrome.
Mr. Betz is a World War II Veteran who had received a flu shot in
Nov. 1992 at Kaiser Permanente. Later, he became ill--showing
signs of the flu. After the second day of his illness, he knew
he was sick with something other than the flu. He believes he
had the same symptoms as those suffering from the Gulf War
Syndrome.
He feels that because all people going to the Gulf War had a flu
shot, they all may be suffering from a regular preventative flu
shot that was bad.
Currently he is taking an antibiotic called KEFLEX in capsule
form. He also named another drug by the name of Cephalex. Mr.
Betz said that these drugs are helping him recover, and they may
help others who are suffering from the Gulf War Syndrome.

I am a 22 year old "Desert Storm" veteran, married with 2
children, and served on active duty from 4-24-90 through 1-30-93.
I was honorable discharged early from the Marine Corps because
of medical reasons. Since the war 1 have been experiencing
several problems, chronic liver disease, severe intestinal
cramping, a skin rash that covers most of my body, joint aches,
diarrhea, lower abdominal pain, mania, nervousness, and memory
loss, since early February 1991.
These symptoms affect my ability to maintain a job, and even
father my children. In fact, this has a traumatic impact on
my families future.
I have continued to see VA Doctors since my discharge date and
still my situation worsens each and every day. Still have yet
to be administered a cure or suggestion. I have even been denied
help in the VA Medical Center Phoenix, and for Gulf War Veterans
having priority, it still takes at least a month to see a Doctor.
The pain I have no choice but to tolerate, but the ignorance
I do not.
I have been rated a twenty percent disability, that I have
appealed in expectation of evaluation under the law, without
the disrespect of my daughters, and my personal hopes and dreams
that were lost by supporting our country.
I ask of you to speed up this process of appeal, and help me
get the compensation that I deserve, and medical help, not
fallacy.
