RE: Health Care Reform
Dear Mrs. Clinton:
As the Task Force on National Health Care Reform proceeds to
examine health care reform options for our nation, I urge you to
include provisions that improve access to health care in rural
communities.
My state, Idaho, is the most under-doctored state in the
nation. But in addition to its shortage of health care
providers, there are problems of geography and infrastructure.
In Idaho, access to health care is as much a question of miles as
dollars.
Rural America's economic future will be seriously impaired
if we fail to accomplish meaningful health care reform.
Communities cannot expect to attract businesses without adequate
infrastructure, and this means access to health care, as well as
schools, roads and sewers.
Americans do their best to make responsible choices in their
lives, and to contribute to the good of the nation. Access to
health care expands opportunity, and enhances every individual's
ability to make economically responsible choices about jobs and
training.
I have enclosed my legislation, H.R. 237, for your
consideration. This legislation incorporates recommendations
made by Idaho health care professionals, and Idahoans who
attended some of the two dozen town meetings I have held in the
First District. For States like Idaho, the bill represents a

starting point in an effort to ensure that rural health care
concerns are part of any comprehensive reform legislation. It
offers practical approaches to the problem of improving access to
health care in rural states.
I appreciate you taking time to consider my suggestions on
behalf of Idaho, and I look forward to working with you to meet
this critical challenge. As the process continues, I will be
available to assist you in any way to see that the special needs
of Idaho's rural health care delivery system are not overlooked.

the nation, I have appreciated your consistent support for health
care reform that recognizes the special concerns of rural and
frontier areas. I followed your recent visit to South Dakota,
and in that context, I would like to invite you to participate in
& conference on telemedicine that I will be chairing next month.
The conference, entitled "The Role of Telecommunications in
Health Care Reform", will be held in Boise, Idaho, on March 28,
1994. In addition to the program outlined in the attached
preliminary agenda, the program will include an appearance by Dr.
C. Everett Koop. In keeping with the "telecommunications" focus,
Dr. Koop will participate through an inter-active video link from
Las Vegas, Nevada. In this way, we hope to demonstrate the
technology, and hear Dr. Koop's insights and recommendations for
rural health care, and the "telemedicine" future.
