Dear Mrs. Clinton,
I have thought about writing this letter to you for some time now, and
I have always stopped short of doing so. However, after last night's con-
versation with one of my employees - now a former employee - I feel compelled
to write.
In 1980 my husband and I purchased a building known as Gateway Lodge.
It had no business and in fact, at the time of purchase, had no "Profit and
Loss" statement. We were able to get a direct loan from SBA, quit our jobs
at General Electric Company, sold our home in Erie, PA, and pursued the
"Brass Ring".
It has now been 13 years that we have been in business. There has been
a slow and steady growth from 2 employees in 1980 to 24 employees in 1993.
There has been a lot of hard work - some resulting in disappointments - but
most resulting in personal pride. During this time, we have been placed in
many national and international country inn publications, received the Uncle
Ben's "Ten Best Inns of the USA" award in 1988, and have been recently named
one of MONEY's 1994 Top Destination Spots, in the January 1994 issue.
We try to give some benefits to our employees, but it gets harder each
year because of the rising costs of health care, business insurance and taxes.
I admire what you and President Clinton have tried to accomplish during
his first year in the Presidency. Although I did not vote for President Clinton
I have gained a new admiration for him yesterday when I heard on the news his
comment that the only people who do not think there is a health care crisis
are those people in Washington who have insurance and benefits at the taxpayers
expense. Right on Target!!

Enough background on us, now to the real reason that has compelled me
to write to you.
In our area, unemployment is currently 9.2%. We are anticipating that
we will need at least 5 to 7 more employees for 1994. We will go through hundreds
of applications - not because we are too fussy about whom we hire, but because
no one really wants to work. Here's the way the "System" works in our area.
1. If you do have a job and get laid off - no problem - collect
unemployment and keep getting the benefits extended.
2. If you are asked to go on an interview by the unemployment
office, which I believe is mandatory, just tell the inter-
viewing business
a. You are on unemployment and really don't want
to take a job because it will mess up your
unemployment.
b. You tell the interviewing business that you
can't do anything the position requires.
C. You just don't show up for the interview.
Now if you have a job, with no chance of layoff and really can't make
ends meet because of your lack of managing money or lifestyle, how DO you get
more money? The answer is really quite unique:
1. Quit the job and even though you know you cannot collect
unemployment you
a. Check yourself into a Psychiatric Care Center, say
you are "depressed", get evaluated and then because
of your "psychiatric depression" you are eligible to
b. Get on welfare which will give you almost $1000.00 per
month (includes food stamps and health benefits). This
will enable you to stay home, watch TV, and partake
in all the comforts that the poor working class is not
able to enjoy.
I don't know if you will actually see this letter, but I hope that you do.
You have talked to so many people about health care, I just thought I would
let you know how it really is down here in the trenches when it comes to com-
peting with the welfare system. We just can't win
welfare comes out on top

The system should supplement someone who has a job - not make it more
appealing not to have a job. Of course if you are physically challenged that
is a different case.
If they were required to produce a paycheck, a supplement would cut
the welfare system to 50%. Imagine those savings to taxpayers.
A state system could be set up that would work with a computer network
that businesses, using their employer ID number, could access for relating
current employment or unemployment information on those employees receiving
supplemental income. If they get laid off then of course collect unemployment
but with the guideline of: If a job is offered they must take it and continue
to receive the supplement, but the unemployment benefits would stop. If a
person quits, help would be given for a certain period of time but with no
extensions, and the supplemental income would again start as soon as the person
found a new job.
If the government would show that it is better to have a job than not
to have one we would all be better off. Government should encourage people
who do "use" the system to get a job. This idea of psychiatric care just to
get on welfare is absurd. No wonder our health care costs are so high and the
system is such a mess. We the working class pay for all of these "health care
cases" and then also pay for them to be on welfare.
There are no words to really express how frustrating it is for us that
employ and for those that are employed and know such abuses of the system happen
daily, over, and over, and over.

Thank you for your thoughtful letter. I appreciate
both your sharing your observations and suggestions with
me, and your kind words.
The President's Health Security Act addresses the
problems which you describe relating to gaps in health care
coverage, the high cost of health insurance, fraud, and
abuse. Under the Act, it will be illegal for insurers to
deny coverage on the basis of health or employment status,
age, residence, or the health of family members or to
charge higher premiums because of health status or other
individual characteristics. Specifically, the Act requires
all health plans to accept all applicants regardless of
health status, prohibits all pre-existing condition
exclusions, guarantees that coverage cannot be dropped for
any reason, spreads risk broadly through the use of
community rating, and enhances financial protection of
enrollees and providers in the case of financial failure of
health plans.
The citizens of this nation now have an historic
opportunity to change our health care system to make it
work for all Americans. Your support will be invaluable to
the President as his Administration works toward meaningful
and lasting change in our health care system.

Teenage pregnancies, deterioration of the family structure, welfare cost
acceleration and increase in crime are all woven together into nationwide
pattern of decay, especially in our urban areas.
Many of our nation's leaders are prochoice advocates. In this context I
would like to suggest a set of priorities on the public statements our leaders
make. It would have even more impact if such choices would be given more
frequent emphasis. Priority order to consider:
1.
Abstinence most advocated choice
2.
Adoption second choice. The government and private agencies
should develop adoption procedures which would reduce costs, red
tape, profit giving for the thousands of couples who long to adopt
children without incurring costs in the tens of thousands of
dollars.
3.
The use of contraceptive devices. Are we honest with the public
concerning the relative size of the HIV viruses, the pore holes in
condoms and sperm and the statistics that underscore condom
failure in 15-30% of use? When 800 sex experts meeting in an
international conference in Heidelberg in 1987 were asked if they
would rely on condoms for protection during intercourse with an
AIDS-infected partner, not one raised their hand.
Prochoice can be voiced in a way that will reduce the problems of our
country. I would appreciate your willingness to consider publicizing such an
agenda.

V. Principles of Human Foibles
These rules outline the human problems that follow from the above. To some

as they were meant to be - it is always simpler to start all

5. Fourth Law: Even if it is impossible to assemble a part incorrectly,
still a way will be found to do it wrong.

VI. How to Do Research
A. Introduction:
From a brief but intensive study of the subject, research appears to con-
sist largely in building and modifying apparati.
B. Source of Ideas:
In order to do research, you must have ideas. Ideas are easy to get. If
you haven't any of your own, there are several prolific sources.
1. Ask the officers of the company. They know just
what should have been done if certain responsible
persons had been on the job. Or
2. Attend a scientific convention and learn the
problems others have studied and failed. Then
go back to the laboratory and solve them.
C. Laboratory Work:
However, It is a question whether even one idea is necessary. Merely get
some equipment, set It up in a complicated manner, and carry out a few
experiments.
1. Readings should be taken at the point where it
is considered results will be the most favorable.
2. These readings should be plotted against other
numbers that may be selected at random.
3. If you get a straight line, you know at once the
results could have been predicted.

4. If you get a curve, the situation is different.
Examine the curve carefully for sharp breaks or
bends. If you find one, you have made a dis-
covery. These breaks are significant. From
them you should develop a theory.

fore a meeting of some important scientific
society. These societies were organized to pro-
vide research mon with opportunities to take
vacations at their companies' expense and, if
possible, without their wives.
D. Rules for Presenting Research Papers:
1. Always show a few slides.
2. Write several long equations on the blackboard.
Memorize the equations beforehand, if possible.
Write them rapidly. The success of your talk
will depend directly on the number of people you
can shake off at this point.
3. Someone will call your attention to the fact that
the fifth term of the second equation should have
a minus sign, which you can obligingly change,
since it doesn't mean anything anyway.
4. Dwell at length on the sub-electron, the rigidity
of the ether or the density of petrified rhubart
in Siberia.
5. When you see a vacant stare, indication of a tem-
porary lapse, of Intelligence, steal into the eyes
of the audience, stop, pause for effect, gather up
all papers and ask for questions.

I was disappointed when I read Fred Barnes' article that predicted
a potential departure by David Gergen from the White House staff.
I was really disappointed to read that he might leave because the
two of you are having difficulties in reaching a compromise on the
health care package.
Please try to negotiate your differences. I think Gergen brings
many laudable and essential qualities to the White House team,
including maturity, intelligence, and experience. My husband and
I met him at a speaking engagement in San Jose and were very
impressed.
In Silicon Valley, teamwork is an invaluable and requisite
characteristic for any business person. If Gergen leaves, the
White House will suffer a huge loss and people will look
disapprovingly at both of you for your inability to iron out your
differences over this most important issue.
I've enjoyed the Clinton tenure and wish you and all of your
colleagues success. Hopefully, I will get a chance to repeat my
voting and canvassing support for you in the next election. And
I hope Gergen will still be on your side of the podium.

intended to send it, But here I ain watching
a program on life an the streets - street
kids in Hollywood - and I am feeling compelled
to write. You see I have all these "Great"

Governor Clinton:
I am writing this letter in the margins of a Newsweek magazine as I travel
on the Metro train line in New York on my way to work. The reason I am
writing lies solely in the fact that I have been inspired reinspired!
I, like you and so many others, have been inspired by the visions of John
and Robert Kennedy. The difference for me is that my inspiration has
come second hand, through my mother, an immigrant and single parent.
This woman who falls against the "norms" of our society, has taught me
well about family values, religion, charity, goodwill toward all, equality,
and the importance of education, listening and understanding.
As a child, my mother encouraged me to inquire and learn. She always
stressed how important it was for me to gather all the information about
something, then weigh it and make a sound decision.
For the past 23 years, I have been carrying "the torch" that was passed on,
in the hopes that someday, someone would pick up where our fallen
leaders had left off.
In my very short 23 years, I have seen a lifetime. I have seen my badly
battered mother appeal for help and be denied. I have seen her taken
advantage of by a judicial system lacking in sympathy. I have seen the
face of children when all hope was lost. I have been witness to the plight
of the homeless, on the streets of New York City and on the streets of Kent,
Ohio. I have watched my friends go off to the desert to fight in a war for
no other reason but that their country requested it. I have seen PEACE at
Camp David. I have watched bodies rain from the skies and children with
guns shoot, kill and die in the streets. I have seen the pain of incurable
diseases(AIDS, cancer), and I have watched the decimation of our beautiful
Earth. I have never seen a balanced budget!
I have tried to make well-educated decisions on all things. Sometimes
those choices are not the correct ones, but as an American, I am afforded
the inherint right to choose.
For the last 16 years of my life, the ones in which I have been the most
politically aware, I have watched the light flicker and fade. The only
exception being a short 4-year stint from one of the most underrated, yet
successful, presidents of the 20th century, JAMES EARL CARTER. Now I
look at what is going on around me and I see someone who wants what
WE, the youth and future of America, want. I want a chance to learn all I
can and apply it. Within that application, I want the chance to give back to
the future, children, the opportunities that I was afforded.
You have inspired me to pick up where I once left off. As a high school
student, I was the one active in trying to convince others of the desperate
need for change. And here we are, 5 years later, in a desperate hour and I
see that the light is almost back to full brightness. Behind this light, I see
two of the keys to my future: President Bill Clinton and Vice President
Albert Gore Jr.
As a 23 year old student at what used to be considered a predominantly
liberal college campus, Kent State University, I find myself surrounded by
conservative Republican ideologies who cringe at the thought of change. I
stand there surrounded with hope in my heart hope for a future.
As a student, every semester I am faced with the prospect of being unable
to pay my tuition and accept the challenges of knowledge and learning. I
know what it is like to loose the incredible opportunity for higher
education. I spent a year out of school after my freshman year at Kent.
During that time, I worked at a saw blade factory and helped my
grandmother, from Italy, care for my two younger brothers while my
mother relocated for a better job. It was then, watching my mother
struggle and realizing what I would be trained to do without an education,
that my life took a significant turn. I worked very hard and made it back
to school, this time with a solid plan. Since my return, I have been
successful in getting good grades and devouring as much knowledge as my
mind will hold. It is also here that I have found that in order to reap the
benefits of my education, I must share the fruits of my labor with others
maybe through service in the Peace Corps or VISTA or as a teacher of a
forgotten subject-- geography-- in high schools.
You may be questioning the point of this letter, well here it is. I just want
you to know who I am, who the future is. I want you to know that you
have given back to me something that I began to lose 12 years ago and
thought I would never regain. You Mr. Clinton, are my HOPE, from Hope.
How appropriate! You are MY future and you have brought back MY belief
that I make a difference. In your own words, "THANK YOU" and I will
stand with you throughout!
May God bless you and Senator Gore and your families. May your road to
the Presidency be smooth and thank you again for renewing my hope!

that you have in your letter is the sign of a strong young
woman.
I hope that you realize your own strength and

your concern for our nation's children.
Protecting children from violence, abuse and neglect
is one of the Clinton administration's highest priorities.
