PlayBoard, the lead agency for children's play in Northern Ireland, in partnership with
Belfast City Council, have pleasure in inviting you to attend a ground-breaking event of its
environmental Belfast Play Space, to be held at:

BT Northern Ireland help XXXXX Stay in Touch
BT Northern Ireland will provide the latest in telecommunications technology
this week when it provides the video-conferencing link-up for XXXXX visit to
Northern Ireland.
XXXXX is visiting Belfast once again as part of the Vital Voices, Women in
Democracy initiative to highlight the role of women in society including
business and politics. The XXXXXX will speak at a conference in the Spires
Centre to an audience of over 400 delegates, however, with the aid of video-
conferencing from BT Northern Ireland, her message will be transmitted to the
Women Mean Business Conference at the Slieve Russell Hotel, Co.Cavan: to
Magee College, Derry, and to the Moylin House Community Centre, Craigavon.
In total the XXXXX message will be carried to almost 1000 people. Secretary of
State Dr Majorie Mowlam will host the visit.
Commenting on the event, BT Northern Ireland, Director, Lucy Woods said,

Wednesday morning. Car parking will be available in the University Carpark on

& THE GROUND-BREAKING EXERCISE OF THE PLAY SPACE
INITIATIVE
1. Hillary Clinton arrives at the site, to be greeted by children from PlayBoard's
PlayClubs who participated, earlier in this year, in design workshops. Almost 100
children from PlayBoard's out-of-school clubs gathered in Belfast to design their
ideal environmental play area. Children will be presenting their drawings and
models to Hillary Clinton and the other speakers, and will be joined by children
from Cranmore Integrated Primary School, which is located nearby.
2. Hillary Clinton talks to the children for a short time, looking at their drawings and
models, before progressing up the path, towards the platform
3. Hillary Clinton, assisted by a child, plants something of local origin - possibly
bluebells (a wild flower, endangered in Northern Ireland). The Lord Mayor/Dr
Mowlam, again assisted by a child, plant something of North American origin.
These plants will eventually be transferred to the sensory garden which PlayBoard
wish to call "Hillary's Garden"
4. Another possible photo opportunity would be a ground-breaking exercise, with
Hillary Clinton cutting the first sod of earth.
5. Hillary Clinton and the other speakers proceed to the platform. At this stage, it is
thought that the platform will be erected facing the Play Space although not
actually part of it. This location is slightly raised, and will allow the speakers and
invitees to view the site better. The seats will be placed in theatre style.
6. Speeches - the speakers could be introduced by children (to be selected).

Background Information to the Musgrave Park site
Musgrave Park, the site of the first PlaySpace in Northern Ireland, is situated in the
south-west of the city. The site is considered a neutral venue for the following
reasons:-
The site is surrounded by a highly deprived Protestant estate to the east
(Taughmonagh) and Catholic west Belfast, which has the highest levels of family
poverty in Northern Ireland, also bordering the site. Belfast City Council has
agreed approximately four acres within the Musgrave Park site for the Play Space,
providing an environmental haven for children from both communities to come
together in a space that they can call their own.
The Park has also been designated as the site for new integrated primary and
secondary schools for integrated education, a real sign of communities and
families who want their children to grow up together in peace. Children aged 4-16
from both communities will attend the schools (this is also the age range for
playwork). Children from the primary school, Cranmore Integrated Primary
School, will be present to greet Hillary Clinton next week.
PlayBoard is also inviting children who participated in the design workshops and who
inspired the final plan for the Play Space along to show Hillary Clinton their work and
to inform her of why they chose particular features for the site. We will also have a
model Play Space which children from the YMCA PlayClub in Newcastle, County
Down, developed featuring their "Bridge of Peace".

Thank you very much. Thank you. It is an honor for me to be hear
again and don't you feel energized after seeing the Trinity Irish Dancers?
And it is that kind of energy that children give us and remind us of. I
want to read The Railway Children by Seamus Heaney.
The Railway Children

When we climbed the slopes of the cutting
We were eye-level with the white cups
Of the telegraph poles and the sizzling wires.
Like lovely freehand they curved for miles
East and miles west beyond us, sagging
Under their burden of swallows.
We were small and thought we knew nothing
Worth knowing. We thought words traveled the wires
in the shiny pouches of raindrops,
Each one seeded full with the light
Of the sky, the gleam of the lines, and ourselves

We could stream through the eye of a needle.
Each of us has memories of childhood. And tonight we celebrate
Project Children's Irish Valentine. Through the power of a child's voice,
Seamus Heaney takes us back to a time of imagination and innocence. A
time when we felt SO small we could fit through the eye of a needle. A
time when we looked to adults to protect and guide us.
And that is exactly what Project Children, thanks to all of you, has
been doing for the past twenty-five years: Guiding the children of
Northern Ireland as they create their own world -- a world without the
bombings and hatred of the past, a world filled with peace and hope for
the future.
For 25 years, Project Children have helped both Catholic and
Protestant children to build bridges of friendship and understanding. To
see that what they shared in common was far greater than what they
thought they had in terms of differences. To understand that a just society
is built on the foundation of mutual respect -- especially for our
differences.
For 25 years, Project Children has opened the hearts and minds of
so many people and especially the heart and mind of -- one child at a time
-- to plant the seeds of peace which now flourish. In so doing, we have
been shown the road to peace depends, not only upon teaching children,
but also listening to them. Which is what we are doing tonight.
Through readings, song, and dance, we can hear the voices of the
young people who will one day inherit Northern Ireland. Their calls for
peace, once whispered, are now a reality in their homeland and an
inspiration for the entire world.

I've heard these voices of peace. I've heard them in Belfast and
I've heard them here in Washington. Because the participants of Project
Children's Washington program have made it clear to all of us that we
had to open our hearts and minds. One of those young people, Vicky
Moore, interned in my office at the White House. And, when she
returned to Northern Ireland, she ran for the Executive Committee of the
Women's Coalition -- and she won. She is now the youngest person ever
to serve on this Executive Committee. I like to think that my osmosis she
picked up some political hints while she was here with us.
I heard these voices of peace in Johnny Graham, another Project
Children participant who created Grassroots: Northern Ireland, an
organization modeled after our own AmeriCorps. Johnny and his friends
understood that without opportunity, too many young college graduates,
will leave Northern Ireland in search of jobs. So they've helped graduates
earn money while working for community organizations and staying
home to build a strong, prosperous, hopeful, peaceful future. There are SO
many stories like these, SO many voices to hear.
I remember just this past September when the President and I were
in Belfast. And I went to a beautiful green space
And I heard those voices of peace standing with Protestant and
Catholic children on one of Belfast's beautiful green spaces this past
September. We were joined by an American organization named
KaBOOM! and a Northern Ireland organization named PlayBoard, which
were teaming up to create safe environments for children to play in --
something almost unheard of during the Troubles. I stood with these
children on a grassy hilltop as they released white balloons into the air --
carrying with them their dreams for tomorrow.

Because tonight we mark more than an anniversary -- we celebrate
the promise of a new day for the children of Northern Ireland. A day
when they can play and grow up like all children should -- without respect
to religion or politics, without stereotyping or name calling, without fear
or violence.
And when they do, it will be because Project Children helped give
them the courage to imagine a different world and the commitment to
create it for themselves and all who follow. Just as you've done for 25
years.

1999. She will be conferred with an Honorary Degree from the University and will also

We have a number of requests from Irish media for interviews with the First Lady during her
Galway visit. As discussed in our telephone conversation April 26, 1999, I am forwarding copies
of the written requests from the most prominent media for your Office's review and
recommendation. I note that the Flotus schedule to date does not include media encounters.
However, my understanding is that the President of University of Galway, Dr. Fottrell, may raise
the press scenario with you in your meeting with him tomorrow April 29 at 3pm. Do you envisage
press interviews for the Flotus? Have requests come into you? Please advise.
Note: In addition to the Vincent Browne radio interview, the Pat Kenny radio interview, and the
Irish Times Education Services, requests have come in from the regional and Galway City print
media, and local FM radio programs. All want the human interest side of the FLOTUS.
As well, Wall Street Journal/Washington reporter will be coming to cover the events.

We understand that the Advance will arrive on Tuesday. Who is coming? Will Patrick Halley be
here then also? We will be in the Great Southern Hotel awaiting them. The University is on

occasion of her visit to The National University in Galway on May 12th, 1999.
Our proposal is for an extended interview of about 45 minutes length which would
encompass the whole width and depth of her life and career to date.
These programme length interviews are a feature of our programme and have attracted
very favourable comment in the past. The intention of these programmes is to portray the
whole personality of the interviewee, what motivates them and to move beyond mere
political rhetoric.
Should however, Hillary Rodham Clinton be only available for a shorter interview, we
would still be interested in pursuing this request.
The interview could either be recorded which would be a straight one-to-one or it could be
live in which case we would include calls from our listeners.
The interview could be conducted at our studio in Galway at a time convenient to the
First Lady.

could you please forward a request on my behalf for
an interview with Hilary Clinton on the Pat Kenny Radio
Programme. From what I can gather the First Lady will be in
Galway on the 12th and we would love to broadcast our
programme from Galway University to co-incide with her
visit there.
We would request an interview with the First Lady at any
time that is convenient for her. We can record the interview
at a hotel/venue of her choice and we can do the interview
in Dublin/ Galway or Belfast, whichever fits into her
itinerary.
As you know we are on air from 100-1200 and it would be
wonderful If we could do a live interview from Galway

Dear Ms Berry,
I am writing to inquire whether there is any chance of an interview - no matter how brief! - with
the First Lady in advance of her visit to the UK next week. Both 1 and my paper are particularly
interested in her engagement with the ChildLine charity and would like to talk to her generally
about this and related issues.
Since taking up this post last summer I have written from time to time about the involvement of
Lady Meyer, the wife of the British ambassador, with the campaign for internationally missing
and exploited children. The Sunday Telegraph was, so far as I know, the only paper to report in
advance that Mrs Clinton would be joining Cherie Booth to launch the new campaign in
Washington, which we we able to do with the help of both Lady Meyer and of Downing Street.
1 was present at the Embassy last month when Mrs Clinton gave her speech and was very struck
by her deep concern.
I have no doubt that Lady Meyer would vouch for me if you were in any doubt, as would Shaun
Woodward of ChildLine, whom 1 have known for many years.
I will be away from my office for the later part of today and tomorrow morning, and could be

In spite of our progress on human rights over the last half century, it is
unconscionable that the circle of human dignity has not been expanded
wide enough to include all the children of the world. There are still too
many children who are abused and neglected, denied health care and
education. There are too many children who are victims of violence and
war - too many left to fend for themselves on the streets, working in
inhumane conditions, trafficked like drugs and sold into prostitution.
And, through it all, there are still too many children whose suffering we
fail to see, to feel, to hear, and ultimately, to stop.
We know that human rights do not miraculously appear when we turn
18. They are not handed to us by parents or governments. No piece of
paper can give them or take them away. Every single boy and girl is
born with the rights and dignity accorded to all human beings. And it is
up to adults to make these promises real in the everyday lives of all
children.

As we discussed in our meeting, our plan editorially is to run features in the week

Booth and our focus will then move onto case studies highlighting the plight of
children forced to endure the judicial system. On the day of the conference itself, I
