ISSUES AFFECTING CHILDREN'S EDUCATIONAL PROGRAMMING
INTRODUCTION:
This television season represents a refreshing and exciting change for children's
television. Among the fall line-up are a handful of new and creative programs, such as
"Popular Mechanics for Kids" and "Science Court," that are both entertaining and
educational. The introduction of this new brand of shows for kids is, in large part, the
result of the Federal Communications Commission's ("FCC") new rule requiring
broadcasters to air at least three hours of educational programming for kids per week.
The FCC rule requires that commercial and noncommercial broadcast licensees air
programs that serve the educational and informational needs of children 16 and under and
that the shows are aired as regularly scheduled programs between the hours of 7:00 a.m.
and 10:00 p.m.
The shows introduced this season represent only the beginning. Even with the
production of quality new educational shows, many programming barriers still remain to
expanding the quantity and popularity of children's educational shows. Like all evolution,
it will take time for entertaining educational programming to take hold in the commercial
television market. The following discusses some of the remaining issues and outlines
some suggestions for expediting the transition toward improved educational programming.
ISSUES:
Despite the presence of new educational television shows, many broadcasters
appear to be avoiding the overall purpose of the new FCC rule. Instead of airing new
shows, many networks are simply assigning the term "educational" to shows that in the
traditional sense do not further a "child's intellectual/cognitive or social/emotional needs."
Television critics have been quick to note that many of the shows labeled educational are
outdated, re-tooled and deal mostly with social issues such as peer pressure, but do little
to stimulate children's intellectual capabilities. It appears that many broadcasters are re-
labeling their popular shows as educational in an age-old effort to maintain their
commercial success during the prime Saturday and Sunday morning viewing time for kids.
While it is of course a gamble for any broadcaster to air a new show for kids
during the weekend morning hours, a select number of truly educational shows exist this
season that would not only stimulate children but also entertain them. However, even
among the networks and local affiliates that have agreed to air these shows, many are
unfortunately choosing to broadcast them in timeslots that are not only less popular
viewing times, but that also in some cases do not fall within the FCC hours of 7 am to 10
pm. Furthermore, they are not promoting these shows, but are rather saving their
resources for the promotion of their cartoons and more traditional fare.
Representatives of companies investing in the production of these quality shows
have expressed their frustration with marketing their programs. Producers fear that
shows aired in either the early morning (pre-7 am) or afternoon time slots run a significant
risk of low viewership and thus cancellation. Bruce Paisner, President of Hearst
Entertainment, co-producer of "Popular Mechanics for Kids" a new educational and
entertaining show, points out the risk of investing in and producing quality commercial
television. "Ironically, even with a good time slot, educational shows must compete
against the heavily marketed, but less intellectual shows." In an environment as
commercially competitive as this, the educational shows risk cancellation when they do
not meet networks' or affiliates' ratings expectations. Thus, a catch-22 exists for these
quality shows -- air during non-prime time and be canceled because of low viewership or
air during prime time and be forced to compete with the commercially oriented or
mislabeled so called "educational" shows. In either case, the shows get little or no
promotion from the stations carrying them.
SUGGESTED SOLUTIONS:
With additional effort on the part of the networks, their local affiliates and parents,
children will choose to watch shows that are both educational and entertaining.
Independent producers, networks and local affiliates should be encouraged to take the
leap and invest in purchasing and marketing the new creative and educational shows that
exist and to air them at popular times for children. Station managers have a responsibility
to their communities to make that investment and to stick with these shows. By the same
token, parents should take responsibility for what their children watch. Recently, the
Center for Media Education, the National Educational Association, and the National PTA
held a press conference on this very topic. During that event, the three groups
encouraged parents to sit down with their children and plan a weekly viewing schedule.
Parents should research all sources available to learn what programming choices exist for
their children's age groups. If there are no educational shows broadcast when kids are
most likely to watch TV, parents should contact their local affiliates and encourage better
programming. If enough children and their parents make the investment to tune in to the
newest quality shows, the networks will invest more time and money in those shows and,
hopefully, these shows will serve as the standard bearers.
CONCLUSION:
The FCC, the companies who have invested in the production of quality children's
television, and those affiliates airing these shows during the FCC hours deserve applause.
Without the compliance of the broadcasters and the help of parents, commercial television
for children, however, will continue to consist of shows with little redeeming quality for
our children.

conference. The theme of your eloquent book, It Takes a Village, obviously addresses our
central theme, and your call for neighborhood and community involvement in raising children

was with great interest that I followed the reports of your recent visit to Lviv, Ukraine.
As you may know, my investment was in the Grand Hotel project in Lviv - one of the
first American investments in Lviv. Unfortunately the project, reported in The Wall
Street Journal as a dream story, turned out to be a nightmare. The horrific account was
described in the book by Anne Applebaum - Between East and West. The Grand Hotel
case is now one of the several still unresolved American investor problems. I am very
grateful to Ambassador Morningstar and his staff for their efforts in working to resolve
this problem, although a resolution is still to be reached.
I must commend you on your statement to the citizens of Lviv and Ukraine - that they
must "stand up for what's right and for the rule of law, not the rule of crime and
corruption!" It was indeed encouraging to see that you understand so well what it is that
the citizens of Ukraine still need to understand. To have heard it from you, Mrs. Clinton,
will hopefully "nudge them to fight crime and corruption".
Again, I commend you and thank you - as a Ukrainian-American and an American
investor in Ukraine for your stop in Lviv, as well as for your insight and kind words

Thank you, Chairman Callahan and members of Congress for affording me this
opportunity to testify before you today.
Overview
As an American whose parents fled Communist Ukraine, I had the good fortune to grow
up in the United States and experience the rewards of democracy. And so, in the early
1990's when changes started to take place in Ukraine, I became one of the first American
investors in that country. In 1990 I signed an agreement to lease, renovate, and operate a
small hotel in center city of Lviv, Ukraine. My project was received with tremendous
interest - it was written up on the front page of The Wall Street Journal (scc attached
article TWSJ) - a "capitalist-democracy" dream story.
What happened in effect has been a total nightmare. In August of 1992, after I plunged
my $100,000 investment, spent 2 years traveling back and forth to Ukraine, working on
the renovation project, trained the hotel staff according to American business and service
standards - upon opening day of the hotel I learned that company documents were falsified
and manipulated so that my Ukrainian partner was now in total control - I had no access
to accounting, management or any other aspect of the hotel operations. My Ukrainian
partner told me point blank - - "We do not need you anymore get out." When 1 turned to
city officials I quickly learned that they gave mc a run around - stalling, not having time

for meetings with me. When my Ukrainian partner broke into my office at the hotel 1
called the police. Two officers arrived and were about to arrest him when he proceeded
to pick up the phone and dial the chief of police at his home. The chief of police spoke to
the two officers and they quietly left, saying that I should write a formal complaint the
next day. After three months of this run around 1 left the hotel to spend Thanksgiving Day
with my family at home. That week, my general manager of the hotel and his wife, an
assistant accountant were both shot in the back on the street by a hired assassin. The
man, age 42 died on the street, while his wife suffered a bullet wound to her leg, and is
raising her two children alone. No one is investigating the murder.
I continued to seck justice. I turned to the city council and after one year in October of
1993, the City Property Fund, which leased the hotel signed a protocol giving me total
control over the lease of the hotel. Three days later the head of the city Property Fund
called me and told me he had overstepped his authority and he had to rescind the protocol.
Privately, he told me that the mayor of the city threatened to fire him if he did not rescind.
1 filed a lawsuit again the City Property Fund to force them to comply with the protocol
they signed. Since then the case has been heard in a lower court in Lviv 3 times, always
with a decision rendered against me but not on the merits of the case, overturned an
appeal 3 times by a higher court and finally I appealed more than a year ago to the
Supreme Court of Ukraine. Because I complained that I could not gct a fair hearing in
Lviv, the Supreme Court overturned the previous decision and sent the case to be heard in
Chernivtsi, another city in Ukraine. In Chernivtsi, the case was heard without notifying
me and of course a decision was rendered against me. When I inquired why I had not
been notified 1 was told by the judge assigned to the casc that my notification letter must
have been lost in the mail. This same judgc was recently appointed to the Supreme Court
of Ukraine and will serve in the office of the judge who assigned him this case. In other
words, this judge has just been rewarded for further delaying the matter and obstructing
justice. 1 have again appealed to the Supreme Court.

Summary
Today, I testify before you after having spent 4 years and 8 months trying to find justice in
Ukraine. I am worn out financially - I have lost my life's savings, my entire investment in
Ukraine - and 1 can swear to you - I know that government officials in Ukraine are
working together hand in hand with the crooks to defraud the American investor and then
to kick him out.
At the same time, there are government officials in Ukraine who want to clean up this
mcss. But - they need your help - and the way you can help is to make the United States
aid money conditional. Conditional upon reforms - reforms that will stop the corruption,
and reforms that will assure implementation of laws. Then and only then will the U.S.
taxpayer be assured that his tax dollars are spent on a wise investment - an investment that
helps build Ukraine into an economically strong and politically stable country.
Denying aid to Ukraine at this time will only serve the Communists who are waiting in the
wings - to take over again - to say that the experiment with democracy and capitalism has
failed. But to continue giving aid unconditionally will only serve the corrupt government
officials who are lining their pockets, as the economy slides downward and political
instability follows.
Recommendations
From my experiences in Ukraine I submit to you the foreign aid to Ukraine is the
strongest method we have to help Ukraine make a turn around. I recommend that:
1. U.S. Assistance should be tied to demonstrable progress against corruption and toward
reform.
2. A part of U.S. assistance should be allocated to a mechanism which will address and
resolve immediately the more than 20 American investor problems in Ukraine.
I again thank you, Chairman Callahan and members of the Subcommittee, for hearing my
case - that of an American investor in Ukraine.

I don't know if you remember our conversation but I wanted you to know that I 've tried
to do some of the things you said. I wrote Mayor Lanier for ways my friends and I could
help in the city of Houston. He met with me and gave me a project to help preserve our
city's favorite historical monument of Sam Houston. My fifth grade friends at Bunker Hill
Elem. helped me. We wrote tons of letters to corporations, had bake sales, sold cookie
coupons and Houston Chronicle subscriptions and raised $1,325. Exxon USA Pres. Mr.
Condray even decided to match it 3 to 1. I sent you a picture of Mr. Condray and I giving
the Mayor $5,300 for preserving the Sam Houston Monument and the Smithsonian gave
Bunker Hill an SOS! Preservation Achievement Award of $500. Nickelodeon even came
to give us the Big Helpers Award.
Because of all this, I get to come to Washington D.C. to visit with SOS(Save Outdoor
Sculpture) and the Smithsonian people. I've never been to Wash D.C. and I'm really
excited. I'll be at the J.W. Marriot from Dec. 28 until Dec. 31 and would like to see the
White House. Will you be there? You're probably really busy because it's Christmas, but if
you happen to be there, I would like to say hi and tell you that I did go back to Houston
and try to show kids too can help in the volunteer effort. My sister has a horse so her
friends and mine decided to take multipli-impaired kids from T.H. Rogers to the country

Hi! I hope you will remember me. I am Jason Files, the 11 yr.old boy from Houston who
"on behalf of the children of America" opened the Presidents' Summit for America's Future
last April in Philadelphia and introduced Oprah Winfrey. Nickelodeon wanted me to do
this and a Nickelodeon TV Special because I've been organizing kids to volunteer in
Houston. I talked with you after painting the Marcus Foster Stadium and our
conversation was aired on Nickelodeon TV to millions of kids.

Thank you for your letter regarding the problems you have had with the Grand Hotel
project in Lviv, Ukraine. Ambassador Morningstar has briefed me on the situation and on the
efforts of the Gore-Kuchma Commission to help resolve this case. As you noted, the First Lady
will not be staying at the Grand Hotel while in Lviv precisely because of the problems you have
encountered.
I agree that the First Lady's trip to Lviv offers an opportunity to help press for resolution
of this case. Ambassador Morningstar will be traveling with our delegation, and I have asked
him to brief the First lady on this case during our trip and to advise her on the best manner in
which to raise the case. I would urge you to keep Ambassador Morningstar and his staff briefed
on your situation so that we can make the best use of the opportunity this trip provides.
I am sorry that your commendable efforts to invest in Ukraine have encountered such
extensive difficulties. The U.S. Government continues to stress to the Ukrainians that
improvement of Ukraine's investment climate is essential to its economic growth and the
nation's continued independence. This cannot happen until and unless the Government of
Ukraine takes steps to ensure that American and other foreign investors are protected and treated
fairly.
We will do what we can to help resolve your case and to press the Ukrainians on the need
to improve their investment climate while in Ukraine. We will be back in touch upon our return.

Hello, how are you? As September rolls around I can't help but remember "The
UN Women's Conference One Year Later" event. Which conjures up different
memories however the best part was having the opportunity to work with you. Soon
after the project I started working on a documentary for PBS entitled "A Paralyzing
Fear The Story of Polio in America". It has taken up the last 8 months of my life so
unfortunately I haven't had much contact with the White House or the opportunity to say
congratulations on your much deserved position as chief of staff.
The other news in our life is that we are moving back to Colorado because Rick
just got a great job with National Park Service. After living here for more than 10 years it
is difficult to make the move however it will be good to return home and be closer to my
family.
Speaking of family, I want to thank you for being so supportive of mine and want
to send you copy of my dad's new book.

he became motivated to write a book entitled "Dusty Windows" which
is a compilation of short stories about growing up in the dust bowl. So far it has been a
success and has made him even younger than before. He asked if I could pass a copy of
the book on to you and the first family.
He knows how much the Clinton administration has affect our lives not to
mention that he is a big fan of Hillary's as well. If you wouldn't mind passing the book
onto her I know it would mean a lot to him.
Thanks again for your help, I hope you enjoy reading the stories. The debut of my
film will be next Fall and I would love to invite you to the screening. Olympia Dukakis
is the narrator of the film and we are working with having Alan Alda, Mia Farrow and
other actors who were inflected with the polio virus. I will back in Washington often as I
serve as a consultant to the company I've been working for, I'm also working on story
development for National Geographic so hopefully our paths will cross again.

We met briefly in Vienna at the Vital Voices Conference last month. The International
Women's Democracy Center and Howard University Department of Economics are
convening a Community Leaders Forum whereby 300 public housing leaders will come
together with corporations, foundations, and local services providers to assist in the
transition from welfare to work. The Forum is being organized by women leaders who
live in public housing and who served on the IWDC Delegation to Habitat II, the Second
United Nations Conference on Human Settlements in Istanbul, Turkey June 3-14, 1996.
The Forum is IWDC's follow-up to Habitat II recommendations for action.
In June, we extended an invitation to First Lady Hillary Rodham Clinton to be our
Keynote Speaker on Friday September, 12, 1997 and have not yet had a response. It
would be so tremendous if Mrs. Clinton came to Howard to speak to 300 public housing
leaders, mostly women who are heads of households as they venture on a new path.
Attached is a copy of the letter which we sent to Mrs. Clinton and a brief description of
the Community Leaders Forum.

Executive Summary
Howard University Department of Economics and The International Women's Democracy
Center will convene a Forum of 300 community based leaders from public housing communities
throughout Washington, DC to address critical issues around welfare reform, specifically,
economic and social self sufficiency. The Forum, supported by the World Bank, the District of
Columbia Housing Authority, and Chevy Chase Bank, FSB will take place September 12-13 at
Howard University's Blackburn Center. Pre-registration and a two-day commitment for the
Forum is required.
With the goal of strengthening families and communities through education. employment,
training, health and joint ventures, the two day Forum will provide access to information, ideas,
and resources combined with strategy development towards economic, social and emotional self
sufficiency. During the Forum, participants will enhance the work they do in their communities
through information exchange, access to resources, networking and workshops. They will also
create community based strategic action plans to serve as road maps for long term economic
security during the critical transition from welfare to work. Forum participants are recognized
leaders who will recommend community based actions in order to ensure that the most
disenfranchised populations have access to the necessary resources, information and social
services to improve their lives and the lives of their families.
Organizers of the Forum, Kerron Weston, Rhonda Harvell, Gloria Thurman and Brenda Graham
are recognized community leaders who served on the IWDC Delegation to Habitat II, the Second
United Nations Conference on Human Settlements in Istanbul, Turkey, June 3-14, 1996. At
Habitat II, these extraordinary women leaders facilitated workshops, led panel discussions and
participated in seminars on issues such as crime, eviction, homelessness, youth, leadership and
community organizing. The Forum is IWDC's effort to bring back to the Washington
community specific recommendations for action from the Habitat II Declaration.
IWDC was established to ensure that women worldwide have the necessary tools and skills to
participate in the policy, politics and decision making arenas within their own governments. If

Dear Melanne:
As you may have heard, I am resigning as President of FRAC at roughly year's
end. After nearly twelve years in my current position, I will seek a new vantage
point from which to pursue my career interests.
The FRAC Board and I have scheduled the timing of my departure to allow a
smooth transition of leadership. FRAC is fortunate to have an engaged, active
Board that is determined to find an outstanding new President for FRAC. An
executive search firm, Boulware and Associates, Inc., has been retained to
conduct the search. With our experienced and dedicated staff, exciting program
work, and financial stability, I am confident FRAC will continue to be a leading
national organization long into the future.
This is not a farewell letter. Over the coming months, I will remain fully engaged
in FRAC's work. Please stay in touch with me as you normally would.
At this point, I do not know what my next career step will be. I am exploring a
number of different options.
Needless to say, my years at FRAC have been the most challenging and rewarding
of my career. FRAC's mission and work remains inspiring to me, and I hope to
stay involved in any way I can. One of the best parts of my job is the opportunity
to work with so many wonderful people and organizations. Thank you for the
friendship and support you have given to FRAC and to me.

1 have been informed that Janet Benshoof, President of The Center for Reproductive Law &
Policy, recently invited Mrs. Clinton to be the keynote speaker at the second annual Blackmun
Lecture on Privacy, which will mark the 25th anniversary of Roe V, Wade on January 21, 1998,
at the Newseum in Arlington, Virginia.
I hope that you will encourage the First Lady to participate. Justice Blackmun plans to attend
(subject, of course, to health considerations) and it will be a substantive and moving occasion.
Indeed. given Justice Blackmun's age and precarious health, this event may well be one of his
last public appearances.
The combined presence of two such cloquent and powerful defenders of Roe V, Wude would do
much to raise sagging morale in the pro-choice community.

Here is a voice from the past--I hope the not-so-distant past that you have forgotten our
wonderful interactions between 1993-95 when I was the Associate Director for Science at OSTP.
I am now the Chancellor of the University of California at Santa Cruz. You may know that I am
also the first female Chancellor at our campus.
Melanne, I am especially proud of a very exciting project that we have been involved with at a
Pajaro Valley Elementary School: a class, teacher, principal and superintendent. I have shared
this project with Sylvia Panetta and with Carol Rasco's office as a possible boost for the
President's America Reads Program, and I know Congressman Farr is also supportive of my
request. I now understand that Sylvia mentioned this to you over the past weekend as a really
good project for the First Lady's involvement. Thus, I am writing to request a photo opportunity
or a brief interaction or any other way you would like to do it for these children and their teacher
with the First Lady.
I think this effort well deserves the attention of the First Lady and the Administration. It is a real
winner and sets a model for reading, writing and a K-12 partnership effort that is unique in the
country. Please help!
