With the new millenium fast approaching I find myself a bit intimidated by profound expectations, but relieved at the
prospect of no more suspense over Y2K! Politics in Tunisia this year revolved around October elections, the first with
more than one presidential candidate. While this may seem modest (opponents polled less than 1 percent!), the concept of
opposition to the president, still lacking in many countries, is now established here. The election campaign brought
vicious criticism by the leftist French press, which ironically redounded well for the U.S. -- the Tunisians are currently
more eager to cooperate with us than their former colonial masters on a range of issues. Tunisian motives are of course
more sophisticated and nuanced, but we are making the most of this windfall as we need all the help we can get given the
demise of our aid programs here in the early 1990s and our general tendency to neglect bilateral relationships when the
Cold War ended.
The guestrooms were often full in 1999. I joined a friend who had fought with the King's Royal Rifle Corps in Tunisia on
a journey to WWII battles sights, including El Hamma and the Mareth Line near the Libyan border. Fascinating and
poignant history. Mrs. Clinton and Chelsea were here in March. As in South Asia, her visit, however difficult to
prepare(!) paid off several-fold in bilateral good will. Tunisia hosted the first visit by NATO's Standing Mediterranean
Naval Force in November. The Germans and Turks did most of the work, but I visited the USS Spruance, anchored a
lonely five miles offshore in deep water, and sailors went to American homes for Thanksgiving dinner.
Alexandra, now 13, is a strong-minded, relentlessly logical, well-organized young lady who brings to mind the bumper
sticker "hire a teenager while they still know everything." In her small but diverse (40 nationalities) international school
she is active in student council and music, traveling to Spain and Morocco for regional choir concerts. She has become
very adept at handling her favorite horse Ruby on weekend rides. Anna, 9, excels in all the arts, and is particularly
creative in drawing and writing. She, too, enjoys music and riding. A spunky, French-speaking Reed College undergrad
looks after the girls, and studies Arabic in her spare time. Both girls are preparing for the spring musical "Annie", which
both now happily could do in French. They traveled solo this summer to Cape Town, Miami, San Francisco, Washington
and summer camp in New Hampshire, returning with passports and wallets in tact! I spent the same 6 weeks in steamy
Washington chairing a promotion panel. We were mercifully spared the agonizing experience of recent years when only a
small portion of the deserving could be promoted, so all the long and sometimes tedious deliberations were worth it!
It is hard to believe that our Tunisian adventure will come to an end next summer as my cohort of career ambassadors
makes way for a new crop. Typically I do not yet know what I will be doing next. And it might well change again in 2001
after the dust settles around the new foreign policy team! So I am practicing patience, the best antidote to a potentially
anxious time

This letter is long overdue, and I apologize for that. I want to thank you for
getting me into the press pool for the First Lady's visit to Belfast in September 1998.
In addition to being a good photography opportunity, it was a remarkable
experience to be part of the "Vital Voices: Women In Democracy" conference.
During my earlier two visits to Northern Ireland, I have gotten to know women
involved in cross-community projects, so I know first-hand how important the First
Lady's visit and focus has been for them. I am enclosing prints of you and the First
Lady from the visit. I also have a growing body of documentary photos which I
hope to have published (with Alan's words) in the near future.
It was good to see you at the October WLF event, and to chat with your
Georgetown University friend. That evening, during the introduction of Tipper
Gore, I learned that she is working on a book about the homeless, and I have
just written a letter to her, which I attach, relating to the fact that we have
overlapping photography interests focusing on special constituencies. As you will
see from the letter, not only do I mention you and the Women's Leadership
Forum, I also seek a meeting with Mrs. Gore. If you can be of any assistance in
this regard, I'd appreciate it.
Alan and I would love to get together with you and Phil, but Alan keeps telling
me you are the busiest couple in town! If we don't see you during the holidays,
please know that we think of you fondly -- and frequently - and send you our
love and best wishes.

I had breakfast with Chuck Schumer and Laura this morning to discuss our 1999
Spring Luncheon, which supports the extensive program in place to provide arts
education in New York City. Chuck and Iris Schumer are Honorary Co-Chairmen
of the event this year and are very much in favor of securing Hilary Rodham
Clinton's participation, and perhaps attendance, as well. Laura asked me to send
you some information on both the program and the luncheon, which you
graciously agreed to pass on to Mrs. Clinton.
As you know, the Spring Luncheon is our annual fundraiser in support of the
Hall's educational outreach program for children, LINKUP!, which services
22,000 New York City public school children each year. The event also
showcases LINKUP! to a wider funding community and features a noon
children's concert in the Main Hall followed by a 1-2:30 p.m. luncheon in
Carnegie Hall's Rohatyn Room. This event is planned within the context of our
Annual Fund goal of $10 million and we aim to net upwards of $200,000. The
1999 luncheon is scheduled for three successive days in June - - Tuesday, June 8,
Wednesday, June 9 and Thursday, June 10, 1999.
The theme for our 1998/99 LINKUP! season is The Composer's World: From
Sketch to Score, focussing on the process of composition through the study to two
very diverse figures in music history - Ludwig van Beethoven and renowned
contemporary composer, Philip Glass. Mr. Glass will be an active participant in
our LINKUP! season and this unique collaboration will culminate in the
Children's Concerts, featuring portions of Beethoven's Fifth and Ninth
Symphonies, along with Philip Glass' "The Dam" from Itaipu and his "Knee 5"
excerpt from Einstein on the Beach.
My thanks for your help in this effort and yourenthusiasm for the Hall's continual
efforts to broaden the scope of our educational activities. I'm sure Laura will
keep me posted on your progress.

We have met and talked briefly at the very beginning of the President's first
Administration, at the party in Northwest Washington given for both of you by the Black Yale
Law Graduates. You both honored us by joining us for the entire event and, apparently, enjoying
yourselves, as did I.
It has come to my attention that Mr. George Dalley is being considered for nomination as
Administrator of the Agency for International Development. I have known and worked with Mr.
Dalley for over twenty years, since his tenure as Deputy Assistant Secretary in the International
Organizations Section of the State Department in the Carter Administration, and mine on the
National Security Council Staff in charge of African policy. From then to now, as I have worked
with Mr. Dalley on Africa-related projects and groups, I have always been impressed with his
abiding commitment to finding pragmatic ways to assist the development of African peoples,
whether as policy maker, Commissioner, major legislative aide in the House of Representatives,
lobbyist, partner at a major law firm, from Senegal to South Africa. The same can be said of his
long work on Caribbean development and trade issues. I have been in the field with him in South
Africa and witnessed his commitment on the ground.
Further, I have been equally impressed, knowing of his long and distinguished service on
Capitol Hill and in positions such as Commissioner on the Civil Aeronautics Board and including
his distinguished law practice in this city, with his ability to understand both the players and the
state of play at a given time of a proposed policy or piece of legislation, and generally to get
things done in executive agencies and on the Hill. Again, much of his considerable ability in this
regard has been focussed on development-related issues. And finally I have been even more
impressed by George himself. His combination of legal, organizational and policy skills, his ability
to mobilize people around valuable projects, the respect in which he is held by those with whom
he works, his steadfastly democratic values, and his implicit trustworthiness do, for me, speak for
themselves.
Thus I take the liberty of commending George Dalley to you as a longstanding
professional colleague and as a trusted friend. Should the President decide to nominate him for
Administrator, he will have a leader who can work well within the State Department and with the
Hill through the recent organizational changes. And, he will have nominated someone who is
committed to the sufficient integrity of AID to enable it to efficiently fulfill its development
mission in the context of buttressing the wider goals of U.S. policy. The balance of the
President's Administration could not, in my opinion, be better served by anyone more qualified,
regarding the contribution of AID to the considerable and valuable legacy that you both have
established.

by the First Lady on February 18, 1999, as part of the Eleanor Roosevelt Lecture Series
in honor of the 50ᵗʰ anniversary of the Declaration of Human Rights. I am circulating the
speech widely here at the Corporation because it so beautifully captures the commitment
that we all feel here to children and to enhancing a commitment to a humane world.
I also wanted to let you know that the developing countries program at the
Corporation is now, with strong encouragement from President Gregorian, strengthening
its focus on enhancing educational opportunities for women in Africa. We are going to
focus particularly on undergraduate education. We will examine ways to provide
scholarships for women who would not otherwise be able to attend college and how best
to ensure that the university environment is congenial and conducive for women to stay
and to flourish. In case you have not seen them, I am enclosing a copy of the guidelines
for the entire Corporation, which may be of interest to the First Lady as well.

I appreciated hearing from you regarding your concerns about the plight of children in
Romania and the lack of adequate resources to address the challenges. I hope that there will be
continuing support from governments and NGOs to help fill the gaps.
In light of the severe financial problems that Romania is facing, I am pleased the US
government, through USAID, will increase its funding in the following way: we are planning to
provide $14 million in balance of payments support to the government, which could permit
budget support targeted at children institutionalized in orphanages, "Scoli Speciale" (Special
Schools), and "Camin Spoeciale" (Children's Hospitals). This could finance such essential needs
as food and clothing for the children, and emergency repairs to schools.
The US government is also planning to provide an additional $5 million to help targeted
communities recover from the impact of the Balkans conflict. While we will be consulting
Romanian authorities regarding specific activities, it is most likely they will include credit
programs for small and medium enterprises.
Our government looks forward to working in close collaboration with your government
to improve the social safety net to help children in need.

government, which will permit budget support targeted at children
institutionalized in orphanages, "Scoli Speciale" (Special Schools), and
"Camin Speciale" (Children's Hospitals). This will finance such essential
needs as food and clothing for the children, and emergency repairs to
schools.

communities recover from the impact of the Balkans conflict. While we will
be consulting regarding specific activities, it is most likely they will include
credit programs for small and medium enterprises.

Bucharesters in July 1997 was the place where, on the night of December
21-22, 1989, we had erected and manned a barricade, Some of our friends
died there. It could have lost our lives, too. Just a few days after of the

provisional revolutionary government.
One of the little known realities I had to face in the wake of the Revolution
was the dramatic plight of abandoned children and children with AIDS. In
no other area, had the communist regime shown its true face so much as it
had in this one: it was all lies, cynicism and cruelty. The abandoned and
unwanted children many of whom had some into the world because of
inhuman legislation and barsh enforcement of regulations prohibiting any
sort of family planning - were isolated from society in prison-like

of the regime. Moreover, the resources allocated to such institutions, were
patently insufficient.

economy and administration. These reforms are as painful as they are
necessary. Recently, I was deeply impressed when reading the message your
husband gave to the American people on June 13, 1995, in reply to a
Republican plan for massive budget cuts: "But the pain we'd inflict on our
elderly, our students, and our economy just isn't worth it."
Currently, the Government of Romania is negotiating the terms of a stand-by
agreement with the IMF, the signing of which depends on further budget
cuts. While assessing the effects of these additional sacrifices, I recalled the
veto your husband opposed to a budget cuts bill in January 1996, because
1.5 million children would have been thrown into poverty by the bill.
Present estimates show that the effect of the IMF's requirements for
Romania will throw another 100,000 families, and therefore another 200,000
children, into dire poverty.
It is a positive sign that most citizens in my country admit the necessity of
reforms and choose to accept the accompanying pain, but I can hardly see

I wanted you to know that I have accepted a position as one of the four Managing Directors
of the World Bank. The job, to be based in Washington, entails global responsibilities for the
Bank's interventions in Human Development, including Education, Health, and Social Services.
Therefore, I anticipate leaving my post as Vice-Chancellor at UCT sometime in the middle
of 2000. In the meantime, a process will be put in place to select and appoint a successor.
It is an honor and privilege to have been Vice-Chancellor of UCT. My association with
UCT, and affection for it, will continue. As you know, I accepted the position of Vice-Chancellor
because I knew that UCT had a unique role and a unique responsibility in South Africa at a special
moment in our nation's history. During my Vice-Chancellorship several thousand talented young
women and men have earned UCT degrees. Our curriculum has been revamped. We have
balanced our budget. We have begun the physical renewal of our historic campus and we have
taken the process of transformation forward.
I have learned much at UCT and am extraordinarily grateful for the thoughtful energy, the
commitment and the talent of my colleagues that has enabled me to address my objectives. As a
UCT graduate and as the parent of a recent UCT graduate, I assure you that my interest in and
loyalty to the institution will only continue to grow.
The time has come for new leadership to take UCT into the next century, just as the time
has come for me to assume new responsibilities in a global environment.
It is never easy to begin to say farewell, but I do so believing completely that UCT's values

to continue to make this issue a top priority and to ensure that the 21st Century
Community Learning Centers program is funded at your requested level of $600 million.
As you articulated last year: "Along with ending the practice of ending social promotion,

just identify children as failures, but instead say, 'We're going to give you more help
until you succeed. The 21st Century Community Learning Centers program is the only
federal program explicitly designed for the creation of after-school and summer school
opportunities. Unfortunately, current funding levels are well below the growing need.
For FY 1999, only 176 of the over 2,030 applications could be funded. Your proposed
funding level of $600 million would expand the program to serve a total of 1 million
children across the country.

All of us associated with the exhibition have been deeply appreciative of
the interest you have taken and the efforts you have made on its behalf.
Ambassador Buteiko was at the opening in San Antonio this weekend and was
very pleased with what he saw and with the publicity we have received thus
far. He assured us that he will continue to press for the pectoral's inclusion, an
absence that is tremendously disappointing. There is no question that the
pectoral could bring exponentially heightened visibility to Ukraine by its
inclusion.
On January 1, I will assume the position of Deputy Director for Art at the
Brooklyn Museum of Art, where the Scythian exhibition will open on October
29, 2000. The museum, I know, needs no introduction, but I do want to
emphasize that Hillary would be warmly welcomed there at any time, before
or at the time of the exhibition opening. And as Curator of the Scythian
exhibition, I will remain involved with this project throughout its tour, which

The Scythian exhibition from Ukraine is being very well received, with a
fine article in the New York Times this weekend. However, the pectoral is
yet to be included in the exhibition. In consideration of President Kuchma's
imminent visit to Washington, I write to you with appreciation for any effort
you might be able to make on behalf of a request for the piece directly to him
during his visit. I know how busy Hillary is and am not sure if she will have
an opportunity to meet with President Kuchma.
John Tedstrom at the National Security Council has been brought up to
date on the pectoral issue, and I am hopeful that through this route Vice
President Gore will be made aware of the importance of the exhibition and of
the pectoral. When Ambassador Buteiko was in San Antonio for the opening
a few weeks ago, he expressed his commitment to do what he could to secure
the loan of the pectoral, but a request on a very high level from the American
side would obviously be a significant factor.
It is our hope that the pectoral might be loaned for the venues of
Baltimore, Los Angeles, and Brooklyn, which could then share the costs of its
transport and courier accompaniment; these costs of about $50,000 (without
any unanticipated extra stipulations from Ukraine) would be almost too high

for any one museum to absorb on its own.
Thank you for your help. The London based Art Newspaper will be
writing an article on the exhibition, and the Smithsonian magazine will also
publish an article on the Scythians and Ukraine. More press is developing:
nice articles in Southern Accents and Baltimore, for example. But we need
the pectoral to lift this exhibition to the dazzling level. You may be aware
that, in his recent book, Thomas Hoving (former Director of the Metropolitan
Museum of Art) listed the pectoral as one of the fifteen top works of art in the
world. It would be good for Ukraine to have this kind of evaluation better
known.
