John/Melanne:
Attached for your review is a comprehensive Citizens Medal
list. It includes suggestions from staff, Members and the public
list, as well as names moved from the Medal of Freedom list.
We received suggestions from NSC, Cabinet Affairs, Leg.
Affairs, OPL, CEQ, OSTP, Minyon, Sid, Ben Johnson, Karen,
Maria, Mickey, and Gene; per my discussion with Melanne,
however, we did not run the same formal process we did for
Medal of Freedom (i.e., a series of all-staff meetings).
With 1 or 2 exceptions as noted, all names have been vetted.
Although we have whittled the list down, it's still long and can
be cut down considerably once you've reviewed. It does not
include candidates from the Administration that the President
may also wish to consider (Reagan awarded 39 medals on
January 18, 1989, primarily to Administration officials); we
have a separate list of those names.
Finally, the Citizens Medal and citation for David Hermelin are
ready; Bruce is trading calls with Hermelin's son to determine
the best way to make the award. And we should discuss
potential Medal of Freedom awards to
