Sample Direct-Mail and Corporate Campaigns

As we discussed here is a sampling of the opposition's direct
mail campaigns used to defeat the President's health care reform
plan. In addition, I have attached a brief summary of some
action taken by two large corporations, urging their employees
to lobby against the President's plan.
These carefully orchestrated campaigns clearly were effective in
turning the tide of public opinion. Though there remains a great
deal of support for health care reform, the opposition was
successful in raising large funds to offset the costs of many
direct-mail campaigns. These campaigns came from a number of
conservative far-right groups, with sponsors including Pat
Robertson, Jerry Falwell, Phyllis Schafly and Jesse Helms. (One
exception is Dick Cheney's direct mail campaign.)
Many statements found in these direct-mail pieces are clearly
deceptive, radical and used to scare a naive, frightened public,
particularly senior citizens.
Unfortunately, those who continue to support the President's
reform plan, as evidenced by the amount of supportive mail this
office continues to receive, tended to show their support
individually rather than collectively. At least from this
office's lack of evidence of any such campaign, these individuals
did not organize as successfully, if at all, and did not engage
in the same kind of fundraising efforts.
One might guess that those people who desperately need health
care reform are unable to make contributions to direct-mail
campaigns. Their funds have already been exhausted from the lack
of adequate or non-existent medical coverage. Clearly, those
desperately needing change were outgunned.
A careful study of the opposition's efforts should result in a
renewed effort to offset their scare tactics, their
misrepresentations and a more clearly defined communications
strategy of our own.

'bribe.' This is how the Clinton plan invokes rationing.

"The model for the Cinton Health Plan, with regional
alliances overseen by a powerful national health board, was
tried in Italy in the 1930's. Managed competition failed
under Mussolini then -- and there is no reason to think it
would function any function differently 60 years later in
America."
"The radical health care proposals favored by Clinton,
Cooper and Chafee would do nothing to address the third-
party payment problem that is the root of the health care
'crisis.' In fact, managed competition would worsen the
problem by creating a new third-party system that would
lead to universal coverage. Some have said that we can't
afford to get to universal coverage right now--but should
set universal coverage as a goal. Those who truly want to
control health care cost, while avoiding health care ration-
ing, should hope that goal is never achieved."

American Council for Health Care Reform pushes Gramm's bill,
S.1807, The Comprehensive Family Health Access and Savings
Act. "Under S.1807, people could switch from their current
low-deductible health insurance policies to high-deductible
catastrophic policies and put the premium savings in tax-
free Medical Savings Accounts (MSAs).

system -- which will have ONE TRILLION DOLLARS of our tax money
at its disposal to promote and fund causes and "alternative"
lifestyles objectionable to the vast majority of Americans.
To give you an idea of how frightening this prospect is for
America, just look at the extremists and radicals who will be
running our health care system if the Clinton Plan passes.
There's Joycelyn Elders, who is the U.S. Surgeon General.
Elders says she wants to see a day when every teenage girl
carries a condom in her purse on dates
and when sex-education
classes are required for children as young as kindergarten.
Elders stunned many parents when she said:
"We've taught our children in driver's
education what to do in the front seat, and
now we've got to teach them what to do in the
back seat.
She has repeatedly insulted pro-life Americans, once saying
we must "get over our love affair with the fetus." And in one
especially shocking statement, Dr. Elders called homosexual sex
"wonderful" and "healthy."
Then there's Donna Shalala, Clinton's Secretary of Health
and Human Services, who will be in charge of administering his
Health Care Plan.
Shalala is another pro-abortion radical who was dubbed the
"High Priestess of Political Correctness" when she was the
Chancellor at the University of Wisconsin.
Then there's Clinton's AIDS Czar, Kristine Gebbie, who makes
a habit of ridiculing people of faith and complains that America
is a "repressed Victorian society" that "denies sexuality early,
denies homosexual sexuality -- particularly in teens."
Incredible as it may seem, Kristine Gebbie,
actually believes young people aren't having
enough sex!
Is this really the person we need in charge of stopping the
spread of AIDS in America?
These are the kinds of people who will be dictating health

we'll never get rid of it.
Socialized Medicine will be with us for the rest of our
lives and it will continue to gobble up more of your hard-earned

But in all honesty, I'm not seeking to "punish" Hillary Rodham.

vast influence over the direction of our nation, without any

Our Constitution does not address this kind of situation.
It was totally unforeseen by our Founding Fathers.
And I am sure they would be shocked to learn that we now have an
American version of Imelda Marcos who is making government policy
from behind the scenes, with no accountability to the American
people.
But the worst is yet to come.

described "60's radical,' Hillary was already organizing the first
protests against the Vietnam War at Wellesley College, while Bill
Clinton was dodging the draft.
In 1972, both she and her husband worked on the George McGovern
for President campaign in Texas.
And when Bill Clinton became Governor of Arkansas, Hillary
quickly seized control of social policy in the state.
The programs she supported included school-based sex clinics,
and mandatory kindergarten for all three year olds. She also became
active on the national level as an outspoken advocate of radical
anti-family theories.
What's more, in 1979, Hillary wrote that parents should have no
authority over their children to make "decisions about motherhood and
abortion, schooling, cosmetic surgery, treatment of venereal
diseases, or employment."
And as Jimmy Carter's Chairman of the federal Legal Services
program from 1979 to 1981, she supported the use of your hard earned
tax money for pro-homosexual lobbying and, believe it or not, sex-
change operations.
But again, none of this is surprising.
Hillary has always been hostile to the concept of extended
families, as well. For example, until February of 1992, she served
as Chairman of the so-called Children's Defense Fund.
That group lobbied to eliminate the present $600,000 tax
exemption for estates in order to finance a plan for socialized
medicine -- a backdoor effort to rob you of your inheritance.
I could go and on. But I think you understand what is at stake.
And with your support, we will keep Hillary Rodham on the

Dear Friend of ACU,
Do you have a few minutes to tell me your opinion of President
Clinton's health care plan?
I've enclosed a ballot with 8 questions.
And I want to share your answers with all 535 members of Congress
and the national media.
If for any reason you don't care to participate in this national
vote on health care you can return your ballot marked not interested
or simply discard it.
Now, I admit I have very strong feelings on the subject.
Personally, I believe that if Congress passes the Clinton plan it
could destroy the best health care system on earth and wreck our
economy.
If Congress passes the Clinton plan it may well:
1. lead to intrusive government control of our
health care.
2. lead to massive tax increases.
3. greatly increase the size of the national
deficit - the Congressional Budget Office says
the deficit would increase by more than $130
billion over the Clinton estimate during the
first five years alone.
4. cut back sharply on your ability to choose a
doctor.
5. make it very difficult for you to select your
own hospital or clinic.
6. lead to waits of months for needed surgery.

7. lead to rationing of health care (there may even
be restrictions on operations or medical
treatment available to senior citizens).

agencies, bureaucracy and the power of the
federal government.
And when you add this to all of the other laws that Clinton has
passed or wants passed, it adds up to one of the biggest power grabs
ever by an American President.
In short, Bill Clinton's plan to impose government control of our
health care is only the beginning.
And if we surrender our freedoms to a growing federal bureaucracy
you know as well as I do that it will be difficult if not impossible to
ever get them back.
I consider the surrender of individual freedoms to government a
very frightening proposition, and I think you do also.
But the proper question is
"what can we do about it?"
We can stop it in its tracks
if we work together!
In fact, much of the Clinton plan for increasing the size and
power of government this year has already either been slowed, watered
down or stopped altogether by conservatives in Congress.
Unfortunately, some of his worst ideas, such as America's largest
ever tax increase, have slipped through by narrow margins and are now
law.
But the key point to remember is that his tax increase passed by
just one vote in each house of Congress and some of Clinton's other
programs have passed by very few votes.
So I fully expect the opposition to President Clinton's health
plan to be strong and for the vote to be very close.
And since the vote will be close, that means you can help make a

The choice is clear - there are 2 ways we can change America's
health care system.
We can go Bill Clinton's way
pass a 1,300 page law and allow
the federal government to take control of our health care (14% of the
economy), finance the takeover through a massive tax increase, watch
the deficit increase like a skyrocket, lose a million jobs, allow the
government to select our doctors and hospitals and live (or die) with
health care rationing.
Or we can take a conservative and traditional American approach
protect, strengthen and improve the greatest health care system the
world has ever known. We don't have a health care crisis-we have a
health care cost problem

It was when the federal government began to get heavily involved
in health care that costs began to skyrocket. Since then the federal
government has made a mess of the entire system.
And, over the course of many years, our current health insurance
system has become a source of anxiety for many Americans. Many cannot
change jobs because they fear they will lose coverage. Many cannot buy
affordable insurance anywhere because they, or a member of their
family, has a so-called "pre-existing condition".
But we can reduce costs, modify the way insurance policies are
written to ensure a sense of health security for all Americans,

streamline healthcare paperwork, increase people's ability to make
decisions about their own health care and stop ambulance-chasing
lawyers from driving up the cost of health care without turning 1/7th
of our economy over to a bunch of Washington bureaucrats.
We simply don't need for the government to control our health care
system to do these things!
As you may know I was White House Chief of Staff under President
Ford.
From 1978 to 1989 I was a Congressman from Wyoming. In 1988 I was
elected to the #2 leadership position in the House of Representatives
by my fellow Republican Congressmen.
And in 1989, President Bush selected me to be Secretary of
Defense. It was an honor for me to help lead the American effort in
Operation Desert Storm against Iraq's Saddam Hussein.
In each of these jobs I've been encouraged by the ability of
Americans to meet problems head on and solve them as long as
government lets them.
That's why I'm traveling throughout America speaking out on the
problems facing America today.
I feel very strongly that we can stop the government's takeover of
our health care, if people like you will help the American
Conservative Union (ACU) take immediate and effective action.
The American Conservative Union has for 30 years been helping lead
the fight for lower taxes, a balanced budget, a strong national
defense and reduced government regulation of our lives and businesses.
ACU is the largest national organization bringing together many of
the nation's most effective and best known conservatives in the
country's battle for limited government.
In the second half of the 1960s after Barry Goldwater's defeat and
President Lyndon Johnson's Great Society was on the march, ACU
provided hope and inspiration to discouraged conservatives and helped
stop some of the worst legislation of that era.
In the 1970s a government agency, OSHA, was out of control and

taxes, stop wasteful government spending, and to strengthen our
defense and foreign policy efforts in the battle against Communism.
For over 20 years ACU has sponsored, organized and conducted the
national Conservative Political Action Conference (CPAC), America's
yearly largest gathering of conservatives. The conference showcases
present and future conservative leaders and helps set the conservative
agenda for the next year.
And in the first year of the Clinton administration ACU was on the
front lines fighting the liberals' latest grab for power.
With Senator Bob Dole's help ACU was able to contact over 15
million people with information about President Clinton's radical
agenda in the first months of 1993.
I firmly believe ACU's activities have helped slow down and
perhaps even stopped some of what the Clinton Administration had in
store for America.
Now ACU has moved out front to help lead this critical fight
against the Clinton government controlled health care plan.
Some of America's largest and most effective free market and
conservative organizations have joined an ACU led coalition to defeat
Clinton's plan to socialize American health care.
The coalition is meeting regularly to devise strategy and tactics
to stop the Clinton's drive and defeat the Clinton plan. Town
meetings are being held around the country. ACU experts are issuing
press releases, holding press conferences and lobbying members of

My dear People, please take time to write to your Representat
ives. Either by postal card, letter, phone call. All four of the
Clinton Health Plans will include your TAX MONEY for death to
the unborn and refusal of treatment for the elderly. What to
say= "I am your constituent. I object to the Clinton Health
Plans. I ask that you vote against it. The bills are horrible
and you should know this better than I. OR/ If the Clinton
Health Bill is passed at my age I will be refused medical care.
Than I won't be alive to vote for you. So I ask that you vote
against any bill that will take away life, born or unborned.
Your Doctor Will Become Your Enemy
Ironically, the Clinton health plan as proposed will make your doctor your
enemy. Because the plan mandates an absolute cap on all health care spending,
services will be rationed, and the incentive of every doctor will be "not to treat"
you. As Stanton Evans, writing in the April 29, 1994, issue of Human Events notes,
"If someone were trying to invent a method to separate the interests of doctors and
patients, this would be it. The Clinton health plan pits the financial interest of
the doctor directly against the medical interests of the patient."
Every dollar that the doctor does not spend treating you is a dollar that goes
into someone's pocket.
Rationed Medical Care and (Fatal) Lies
The Clinton health plan, stripped of its egalitarian pomposity, is a
bureaucratic blueprint for rationing medical care to the entire population. The
euphemism they use for this rationing is "managed care." Under this system, your
desires and needs, and your physician's recommendations, are all subject to regional
quotas and budgetary restraints-decided not by the doctor or you, but by
bureaucrats.
When a physician withholds life-saving services from those who need them, he
or she will likely lie to patients, because doctors will be encouraged to save money
rather than prolong life.
For instance, under the Clinton health plan, a physician faced with a 50-year-
old woman needing renal dialysis to survive will not be practicing medicine, but
"managed care. An honest reply to her would be, "Yes, Mrs. Avery, dialysis could
save your life, but you can't have it. You see, you are fifty years old and we have
to save our monthly allotment of dialysis for younger patients. Besides. the way
the new Clinton health plan works, I have to withhold treatments in order to hold
down costs, and if I give appropriate treatment to everyone who needs it, it goes
against me on my record."
Lying would be much simpler: "I'm sorry, Mrs. Avery, there is nothing we can
do for you."
You may think that if you or your child were denied life-saving medical
treatment under the Clinton health plan, you could borrow money to pay for the
treatment yourself. No, you won't.
The Clinton health plan will virtually eliminate free enterprise from the
medical industry. making it impossible for you to purchase medical services outside
of the plan with your own money. In fact, if you were to try and "buy" a medical
therapy that was denied by a bureaucrat, both you and the physician willing to
provide the service would face criminal charges. Regardless of what they tell you,
it is essential to the workings of the Clinton plan to eliminate traditional health
plans like we have now.
One Giant Step (Back) for Mankind
The Clinton health plan starts with a giant step backward. First, the medical
services available to you now will be drastically cut. Even worse, like sand in a
watch, the Clinton health plan will halt medical progress. Remember, physicians
will no longer practice medicine. they will ration services instead, so there will
be no incentive to develop new approaches.
Also, the implementation of new approaches would be subject to bureaucratic

GENERAL MILLS RESTAURANT/RED LOBSTER
Employee writes to the First Lady telling her that General
Mills Restaurant/Red Lobster told its employees that under
the President's plan, "our insurance premiums would probably
double, that we would have to take a pay reduction (food
servers now make $2.55 an hour), some of the Red Lobsters
would close and we would lose our jobs.
Red Lobster managers urged us to write our senators and
congressman protesting your health plan."
