Magee-Wom 1993 A The Changing Face of Women's Health Care MAGEE WOMANCARE INTERNATIONAL In March 1992, Magee-Womens Hospital in Pittsburgh, Pennsylvania began an unprecedented program to improve health care conditions for women and infants in the former Soviet Union. Working in partnership with the second largest hospital in Moscow, Savior's Hospital for Peace and Charity (formerly Municipal Hospital #70), Magee-Womens Hospital is proud to be one of the 21 American hospitals participating in the U.S. AID's health partnerships program of the American International Health Alliance. The Magee-Savior's partnership is also a recipient of an estimated $3 million dollars in medical equipment distributed to the former Soviet Union through the U.S. State Department's Operation Provide Hope. In January, 1994, Hillary Clinton and Naina Yeltsin chose the Magee-Savior's partnership as a primary site to visit and discuss efforts in health care reform for women and children in Russia. In July, 1994 Jane Fonda along with Naina Yeltsin and Alice Pickering selected the Magee-Savior's partnership as a place to learn more about the status of women in the former Soviet Union. As a world leader in women's health, Magee-Womens Hospital is responding to the needs of Russian women: to develop a culturally-sensitive model of improved obstetric care which can be easily and economically replicated throughout the former Soviet Union to develop a model consumer and community education program for women and their families to strengthen health care administration to encourage the growth of the Russian voluntary sector as it pertains to women's issues. Results, 1992 1994 Legal registration of the Russian non-profit "Woman & Family Foundation," the first non- government fundraising arm affiliated with a Russian hospital. Establishment of the "Woman and Family Center": opened July 1993, innovative education programs to Russian women and their families. Over 4,500 Russians have registered in programs of the Woman & Family Center. WOMAN AND FAMILY FOUNDATION at Savior's Hospital for Peace & Charity Moscow, Russia the first registered hospital auxiliary in Russia The Woman and Family Foundation at Savior's Hospital is a registered non-profit organization whose programs encompass areas that are not traditionally incorporated into the structure of a Russian public hospital. These areas include fundraising, community affairs, consumer education, and volunteer services. The Foundation's goals reflect a need to provide support services for both staff and visitors, to make available funds for purchase of supplies and equipment, and to support educational and training programs for staff and consumers. The Foundation grew out of the initiative of members of the birth house collective at Savior's Hospital. Following discussions about their long-term goals in light of the new family-centered model of care to be implemented in partnership with Magee-Womens Hospital, staff members realized the importance of pooling their efforts and trying to attract outside funding in order to keep the model self-sustaining. Their proposal was met with support from the hospital administration, who recognized the need to create a structure that would help support the birth house program as well as to provide funds and services in other areas not covered by government subsidies. Additionally, by fostering volunteer service at the birth house and in other departments, the hospital more completely fulfills its mission as both a provider or quality healthcare services and a community center. The Foundation's administrative structure is three-tiered, consisting of an Advisory Board, the Executive Committe and an Executive Directorship. Membership in the Foundation is open to hospital staff and members of the community at large, including foreign citizens, and all members are eligible for election to the Advisory Board and the Executive Committee. Membership can be individual or institutional. A flagship program of the Foundation is the Magee Woman and Family Educational Center, which has been operational since July 1993. Staffed by six trained Russian health educators, the Center offers classes in prepared childbirth and health seminars for women of all ages, operates a telephone hotline on pregnancy and newborn care, a reference library, and conducts training programs and conferences for medical staff of Moscow birth houses. Although headquartered at Savior's Hospital, the Center also runs programs in Orekhova-Zuevo, a factory suburb of Moscow, and at schools and prenatal clinics around Moscow. A quarterly newlsetter provides updates on center activities, program information, and articles on topics such as nutrition and labor support. The Foundation will be responsible for many new services in the birth house. These include a gift shop that will feature baby-care and feminine hygiene products, flowers and gift items, as well as a secondhand department, a baby-picture service, operation of a snack bar for visitors and staff, and a coatroom. Volunteers from the community will staff an information desk and distribute reading materials and diversionary activities to patients. The Foundation will also sponsor the publication of two handbooks - a guide to the birth house for new patients and a new-baby reference book. In another wing, midwife Galina Sinibor is advising Rus- sian women on contraceptive options and dispensing birth control devices and medication. Individualized family planning and labor coaches, popu- larly accepted in the USA, are radical new concepts being intenduced to Gerior's Hoopital MUSLUW'S WIYL Western- style family planning clinic. Fathers here normally are banned from both delivery rooms and maternity wards; and abortion still is the most popular method of birth control. In its partnership with Magee-Women's Hospital in Pitts- burgh, Pa., started in 1992, Savior's Hospital aims to intro- duce family centered maternity care here, and improve and modernize health care for Russian women and children. Through intensive exchange visits, the project has trained about 200 Russian professionals in family-centered childbirth and basic methods of Infection control.
