While NATO membership was a\ncontroversial issue in Spain during the early 1980s, the\nsubsequent Spanish experience with NATO membership has been\nwholly positive, and it is now warmly embraced by all segments of\nSpanish political opinion.\nWhatever his previous views may have been, we are convinced that\nSecretary General Solana is strongly committed to the NATO\nAlliance and to maintenance of ¿: strong U.S. role in the\norganization. We also believe he has the political skills and\npersonal qualities necessary to be a highly effective Secretary\nGeneral. He has already earned high marks for leadership in\noverseeing the NATO IFOR deployment to Bosnia. We look forward\nto a continuing, close relationship with him as NATO continues\nits progress toward enlargement and further adapts itself to the\nchanges of the post-Cold War world.\nI have invited Secretary General Solana to meet with me on\nFebruary 20 during his upcoming visit to Washington.
