Dear John:
Your time and attention over the phone recently to discuss the situation in Kosova was most
appreciated.
I was distressed to hear rumors of a possible plan being discussed to partition Kosova as means
of breaking the stalemate with Serbian strongman Slobodan Milosevic. I must tell you that such
a proposal would represent a capitulation to Milosevic and another setback for the Kosovan
people. Ceding territory to Serbia only rewards Milosevic for his campaign of ethnic cleansing,
and represents a major reversal in the long-term goal of self-determination for the ethnic-
Albanian Kosovars.
I urge President Clinton in the strongest possible terms to oppose any suggestion of a divided
Kosova. NATO, and humanity, cannot and must not accept this defeat.
