Summary of Conclusions
It was agreed that:
The USG should use the Strategic Campaign Plan to devote
senior-level attention on the military, diplomatic and other
means of affecting Milosevic's calculations. The plan should
address various audiences (Milosevic; family and cronies;
economic elite; VJ/MUP; political opposition; Serb public) and
instruments to exploit their vulnerabilities. One objective
should be to SOW distrust and paranoia in the senior
leadership. (Action: NSC) (s)
As part of the Strategic Campaign Plan, military targeting
should include war-supporting facilities that are also a
source of hard currency for Milosevic and his family and
cronies. (Action: JCS) (s)
The USG should press the EU to remove Serb television station
RTS from the EUTELSAT broadcast satellite. (Action: State)

The USG should determine ways to provide additional financial
