MEMORANDUM TO THE VICE PRESIDENT

MEETING WITH JOHN J SWEENEY
Set out below is some background on the issues that President Sweeney may raise during
your lunch and some suggestions for you to consider in your discussion.
Organizing
The AFL-CIO and its affiliates are very please with your strong support both in words and
actions about organizing. They understand that labor law reform is not possible at this time but
believe that your words will change the tone and tenor of the public debate. Sweeney understands
that you are trying to change the culture within the Executive Branch and that substantial change
of this nature takes time. He is trying to do the same with his affiliates. You in turn want the
Executive Branch to respect the rights of workers. We have made progress and not just within
the Department of Labor. The Department of Energy's senior staff is meeting with the AFL-CIO
to learn more about the organizing program. The Department of Transportation's senior staff has
met with the AFL-CIO to implement project labor agreement throughout its regional offices. The
USTR has agreed to hold a senior staff retreat where the rights of workers will be discussed. I
will continue to push agencies to hold these meetings. My experience is that once they are
exposed to the issues they have a better appreciation and shape their public policies accordingly.
You should take credit for making this happen.
Consultation
From the outset of the Clinton/Gore Administration the AFL-CIO has asked to be
engaged in a dialogue on public policy issues before they are announced. They were somewhat
resentful of the times when they were only brought in to discuss the political impact of issues long
after they were decided. Much has changed in this regard. Almost every agency, the exception
being the Department of Defense reaches out to the White House and to the AFL-CIO before
major policy initiatives are launched. The AFL-CIO and its affiliates have been asking the
Administration for this type of dialogue and consultation for a long time; Sweeney and his staff
believe it is finally happening. We also do a better job both in your office and in the White House
generally. You should take credit for changing this part of the culture as well.
International Economic Policy and Trade
We have started two processes in this regard. Beginning with the IMF, I asked Secretary
Rubin to engage in a dialogue with Sweeney and consider including core labor standards in some
way. After much discussion and with help from Barney Frank core labor standards are included in
the House bill. Rubin also held a dialogue with George Becker and Sweeney; Secretaries Herman
and Daley attended along with Charlene Barchevsky. The topic was Korean Steel and its impact
on the domestic market as their currency continues to lose value. Last night Sweeney and Becker
had dinner with Rubin and Sommers. This dialogue has opened up an NEC process on the Asian
crisis and its impact on US workers.
Additionally, the NEC has begun a process on a number of core labor standards so that
our policy is developed long before we engage in additional trade legislation. The AFL-CIO is
very happy with this process.
NLRB
The President will submit Laurence Cohen's nomination as General Counsel of the NLRB
when Congress returns from recess. Cohen was one of the names the AFL-CIO submitted. He
has been the general counsel of the Building and Construction Trades for 25 years.

Procurement
We are ready to go. Erskine asked that we wait until the IMF and NATO expansion were
done. The AFL-CIO has been informed that we are in a holding pattern. They are fine with our
timing.
Avondale
Senators Breaux and Landrieu held a meeting with the Labor Department, OMB and
Secretary Dalton. The Senators asked Dalton to consider ways to improve the situation. OMB
was asked to continue to monitor the situation. Frank Raines met with Sweeney on Monday.
Sweeney is very frustrated and will lead a demonstration of Avondale workers when he is in New
Orleans on Thursday. We are continuing our discussions with the Navy; it has been very difficult
and frustrating.
Social Security
The AFL-CIO is very nervous about the process. The hearing in Kansas, as you know,
leaned very heavily on "private accounts." The AFL-CIO is passionately opposed to this option.
I have asked Gene Sperling and Sally Katzen to host a discussion with the AFL-CIO staff who are
involved in this issue before the next town hall.

You will have a private lunch with John Sweeney. Mr. Sweeney would like to review the
work you have done together, thank you for the efforts you have made on behalf of his
members, and look at important issues which will arise during the coming year. He
particularly wants to inform you of the positve impact you are having in the area of
organizing.
Mr. Sweeney will likely stress the importance of the issues of health care and equal pay
for his members. Also, he is very concerned about the debate on Social Security -- he
thinks that President Clinton did an excellent job in Kansas City, but he was alone against
the privatizers. None of Sweeney's members favor private accounts, and he is requesting
a meeting with Erskine Bowles and John Podesta to discuss this issue. He will also likely
bring up the issues of procurement and NLRB appointments, both of which will cause
contentious debates. Mr. Sweeney may ask you to speak out publicly on the issue of
NLRB appointments.
You should take this opportunity to ask Mr. Sweeney how best to approach UAW
President Stephen Yokich, whom you will see in Detroit next month. Also, you should
ask for his opinion of your appearance at the AFL-CIO convention in Las Vegas and the
response to it.
