immediately in case Chiles should start trying to reach the
President at which point I should be called prior to any return of
the call in order to brief the President and/or Joel should be
called for the briefing.)

verbally.)
Message for Leon, Harold, and others listed:
Joel K. has informed me that after working with Justice attorneys
it is clear the only legal way to include the insurance salesmen's
role in the Florida waiver is the establishment of a fixed
commission which is differnt from the method Florida wished to
use. Attorney General Reno is calling the Governor's office this
afternoon to tell them this is the way it can be done. I am
sharing this information with each of you in case you get calls
from Florida.
I have with Joel's blessing alerted Governor Chiles' DC staff who
are aware this has all been reviewed by White House General
Counsel.
If Florida accepts this method it is my understanding from both
HCFA and Florida officials that the final issues can be resolved
very quickly.
