WESTERN GOVERNORS' MEMORANDUM
You asked two questions about the February 2 memorandum I wrote to Harold
Ickes regarding my meetings with western governors (the memo was given to you on
March 10).
1. Lifting the Oil Export Ban
As you noted, the administration announced its qualified support for
legislation lifting the ban on the export of Alaskan oil. That announcement was widely
praised in Alaska, and Governor Knowles enjoyed favorable publicity for his role in
encouraging the administration to take this position.
2. Oregon Timber
Katie McGinty is forwarding to you today a draft response to Governor
Kitzhaber's recent letter about the Oregon timber situation. Officials from the Forest
Service and Interior met with Kitzhaber last week, and he is cautiously supportive of the
administration's response to his recommendations. Preliminary discussions are underway
regarding a possible Presidential visit to Oregon during which these issues could be
addressed.
