SCHEDULING
Most of 1994 will be spent in doing events for Democratic candidates in the 1994
elections. 1995, however, should be utilized for preparation for 1996. Scheduling priorities
should be given to (1) those states which are early in the 1996 primary-caucus schedule
especially Iowa, New Hampshire, Georgia, and Florida and California, (2) fundraising events
for the President and the DNC must be scheduled in anticipation of the same priority, (3) a
strategic decision must be made to visit every one of the targeted 1996 states in 1995, and (4)
coordination of scheduling between the POTUS, FLOTUS, VPOTUS, and cabinet members
along 1996 strategic lines must be implemented. We ought to plan on visiting each targeted
1996 primary state at least once in 1995, and each targeted 1996 fall election targeted state
one time in 1995. If a state is on both the Primary and fall targeted states, then we ought to
do two visits.
FUNDRAISING
A decision must be made as to fundraising vehicles for 1996. The DNC and the
REELECT will be two separate efforts. Given the front end loading the 1996 primary
schedule, a fundraising effort for that contingency must begin as soon as reasonable after
January, 1995. If we are challenged, then we need to lock in money and fundraisers as soon
as possible. We might consider a summer 1995 target date, to be proceeded by one or two
Washington based receptions for key state fundraisers. If we could bank $30 million by
January 1, 1996, the likelihood of a challenge will be diminished. Individual state finance
chairs should be identified as soon as possible, and a program established to recruit and
motivate them.
REELECT COMMITTEE
Some preliminary budgeting should be done under the assumption of a primary
challenge as well as for the Convention and the fall 1996 campaign. Identification of
potential state directors, and committees should begin this fall, so that we can move to
implementation of a campaign structure at our discretion in early 1995.
