SEPTEMBER 7, 1995 MEMORANDUM FOR THE PRESIDENT FROM: DOUG SOSNIK SUBJECT: DAILY REPORT Due to the natural increase in political activity nationwide, with this report, Political is instituting a daily report to you. OREGON SENATE Under Oregon law, if a Senate seat becomes open, there has to be an election -- there is no provision for the governor to appoint a caretaker. He has two electoral options: he can call an election within 80 days of the vacancy, in which case both parties chose their nominees by convention, or he can set the election for more than 80 days, in which case the candidates are chosen by a primary election. Reps. Wyden and DeFazio have both announced their intent to run for any open seat. Wyden would prefer a primary and DeFazio would prefer a convention -- DeFazio is close to labor. The Oregon Republican Party is dominated by the radical right. Once we have a better sense of who emerges on the Republican side, will help us determine which route is better for the Democratic Party. Right now, state Senate President Gordon Smith and school superintendent Norma Paulus are considered the likeliest Republican candidates. New Hampshire The Union Leader endorsed Pat Buchanan for President in today's editorial (attached). Rhode Island Senate Race U.S. Ambassador to Malta, Joe Paolino is quietly exploring the possibility of a primary challenge to Congressman Jack Reed for Senator Pell's seat. Paolino is considering conducting a poll to test his popularity in the state. Iowa In the wake of the outcome of the GOP straw poll in Ames, Bob Dole's, Pat Buchanan's and Lamar Alexander's Iowa campaigns experienced staff shakeups at the top levels. Dole spent Labor Day in Iowa and several local press accounts reported that he is sharpening the conservatism in his rhetoric. Iowa City, a liberal university community, had planned to participate in the City Vote straw poll which will be taking place in several cities on Election Day this November. The state Attorney General's office has notified the City and County that such use of the ballot would violate Iowa law. The City Council, is now reviewing its options and may drop their participation.
