Defense Loan and Technical Assistance (DELTA) Program
Secretary to the Cabinet Kitty Higgins asked that I prepare an update on the DELTA Program.
On August 10, the SBA received $30 million from the Department of Defense for the DELTA
Program. This money will allow us to guarantee $1 billion in loans to defense-dependent small
businesses adversely affected by defense reductions.
We are working out the procedural and eligibility issues by reviewing a number of potential
borrowers during this month, and will be best prepared for a public announcement in October with
the benefit of that experience.
In the interim, or at that time, the public announcement would be best if the President were to present
a check to a borrower in California or New York, two of the targeted markets for the program. The
DOD has expressed interest in participating in either a Presidential event or a separate event.
Obviously, we will include the appropriate Members of Congress at any events.
The targeted markets in addition to California and New York are New Jersey, Florida, Texas, South
Carolina and New England. Clearly we would get significant coverage in South Carolina as this is
Phil's home state, but we don't know how much this would benefit the Administration.
Please contact me if I can provide further information or if you have particular guidance as to the
likelihood of this as a Presidential event.

Kitty, in your 7 August "follow-up to the Cabinet weekly report" memorandum to me, on the
first page you refer to the DOD/SBA small business conversion program and state that the
guidelines to try and target funds in California, South Carolina, Florida, and Dallas, Texas.
The President is interested in knowing whether Long Island, which I think has been
adversely affected by defense cutbacks, is also targeted.
