Per your phone call I Friday regarding government contractors, I have learned that the "Procurement
Automated Source System" (PASS) is available On-Line and has approximately 240,000 listings. The
Federal Procurement Data System (FPDS) lists Small Disadvantaged Business (minority) contractors
and can be purchased from Eagle Eye Publication. I understand they can produce it in 3 working
days for around $500.00. This list has approximately 15,000 names. Eagle Eye can also provide the
list of actual contractors for FY94. The contact our office of Government Procurement uses at Eagle
Eye is Timothy Yeaney at (703)242-4101.
Both of these computer systems can break down the lists in a variety of ways depending on the use.

contractors/owners
On 20 February 1995, I met with a group of black members of the
DNC's business leadership council several of whom complained that
they cannot get a list of the section 8 (a) owners/contractors
from the Small Business Administration. Can you look into this
to see whether this list is accessible. They claim bitterly that
Republicans have this list but they, who contribute to the
Democratic Party and who are loyal to the President, can't get
this list. Perhaps the Republicans have it by other than legal
means.
Let me know what you find out.

Re: Support of the Section 8(a) Program
Dear Mr. Administrator: Phil
Frecently read of your letter to Congresswoman Jan Meyers rejecting her
request to place an immediate moratorium on sole source awards under the Small
Business Administration ("SBA") Section 8(a) Program. As you well know, her
proposal would have severely and unnecessarily weakened a program that has worked
well to provide procurement opportunities for small and minority-owned businesses.
On behalf of the National Coalition of Minority Businesses ("NCMB"), I
would like to commend you and your staff for your strong support of the 8(a)
Program in this regard. As SBA Administrator your continuing, effective
leadership is crucial to attaining the President's goals for the minority business
community, including those relating to having Administration appointees that "look
like America."
Notwithstanding President Clinton's "Mend it, don't end it" policy, which set a
strong positive tone for Federal minority business programs, a number of Executive
Branch agencies have failed to diligently support these procurement programs. The
October suspension of the Department of Defense ("DoD") Small Disadvantaged
Business ("SDB") Program, is perhaps the most dramatic example of this failure, but
it has not been the only casualty of this negative environment. The recent SBA report
that FY 1996 First Quarter results show significant downturn in 8(a) contract awards,
in another example of the "chilling effect" of the aftermath of Adarand and the failure
to implement the President's unequivocal message in support of MBE programs.
Additionally, there are currently several proposals being circulated in the
Republican Congress and by SBA's own Inspector General ("IG") that would
eliminate or emasculate all minority business programs. Specifically, the IG's

continuously proposed Section 8(a) Program rule changes and other cut backs would
eliminate even the level of support provided during the Reagan/Bush Administrations.
Those Republican Administrations, at least, permitted 8(a) companies to grow larger
and become successful businesses which employ significant numbers of employees,
pay taxes, support minority and non-minority families, enhance business innovation
and the international competitiveness.
Given your commitment to the 8(a) and other Federal minority business
programs, NCMB thought it important to commend you on your efforts to date, and to
seek your support in eliminating rumors that SBA itself, is proposing changes to the
8(a) Program which are neither required by Adarand nor current law. NCMB is
committed to assist you in avoiding any program changes that would hurt the minority
business community and the Clinton Administration's image with those
constituencies.
Again, thank you for your support in preserving the future of the 8(a) Program
and opportunities for minority Americans to secure a "fair share" of the Nation's
Federal procurements.
