BOSWELL OF IOWA 1, In section 105, redesignate subsection (c) as sub- section (d) and insert after subsection (b) the following: 1 (c) ADDITIONAL LIMITATION ON TRADE AUTHORI- 2 TTES PROCEDURES.- 3 (1) CERTIFICATION BY THE PRESIDENT.-The 4 trade authorities procedures shall not apply to any 5 implementing bill submitted with respect to a trade 6 agreement entered into under section 103(b) unless 7 the President submits to the Congress, by no later 8 than 60 days before the date on which the final text 9 of the agreement is submitted under subsection 10 (a)(1), a written certification that the country or 11 countries that are parties to the agreement have in 12 effect, and effectively enforce, laws that prohibit or 1 13 otherwise make unlawful child labor in air 14 cumstances that would be prohibited or otherwise be 15 unlawful under the laws of the United States. 16 (2) DISAPPROVAL OF CERTIFICATION.- 17 (A) IN GENERAL.-The trade authoritics 18 procedures shall not apply to any implementing 19 bill that contains a provision approving any 20 trade agreement that is entered into under sec- 21 tion 103(b) if, within 60 days after the Presi- November 3, 1997 (2:43 p.m.)
